**JOB DESCRIPTION**

**POSITION TITLE**:Assistant Director

**SALARY: $65,000 - $70,000**

**REPORTS TO**:Director

**Job Purpose**:This position is responsible for supporting the efficient and effective provisions of all services provided throughout the Agency in accordance with relevant COMAR regulations and organizational policies by being prompt in responding to issues from Maryland _**Developmental Disabilities Administration**_ (_**DDA**_) and _**Office of Health Care Quality**_ (_**OHCQ**_). The incumbent shall support overseeing of programs implementation and providing quality technical support as it relates to the Person-Centered Planning (PCP) process and Long-Term Services and Supports (LTSS) billing.

**JOB DUTIES & RESPONSIBILITIES**:

- Support the director in overseeing program areas within the DDA, ensuring their smooth operation and adherence to goals including budget management, staff supervision, and program evaluation.
- Developing, coordinating, and implementing new program initiatives or system improvements.
- Providing guidance and support to program staff and fostering a collaborative work environment.
- Acting as a liaison with state DDA programs, ensuring program policies and procedures comply with state regulations and guidelines, particularly regarding waivers for individuals with disabilities.
- Staying updated on relevant laws and regulations to ensure program compliance.
- Creating, analyzing, and reporting data specific to DDA programs, using this data to identify areas for improvement and demonstrate program effectiveness.
- Professionally represents the agency in the community, with stakeholders, DDA, OHCQ, staff and program participants.
- Oversees LTSS billing along with the Executive Director
- Attends monthly ARD (Admissions, Review and Discharge), PCP meetings and facilitates department meetings.
- Provides, creates, and develops guidance and training.
- Assists with a continuous QA process throughout the agency.
- Manages administrative functions to ensure smooth and efficient operations of the Agency.
- Compose cost details and DSATs, SIP, POC creation and implementation, and ensures all paperwork is completed, reviewed, and submitted by deadline.
- Participate in activity planning and sourcing.
- Works in conjunction with the Executive Director to develop, sustain and create growth in day programs and service.
- Participates and supports the agency with day services strategic plans and partnerships.
- Manage the person-centered planning process and ensure Person Centered Plans are accurate, appropriate, and timely.
- Support and implement philosophy of person-centered community integration.
- Maintain and monitor supported individuals’ files for compliance with regulatory agencies.
- Plan high-quality, individually tailored goals and provide resources, outcomes, goals, and completion for the people supported; ensure goals are relevant, measurable, and meet criteria.
- Collect and coordinate the PCP preparation (previous plan progress, Health Risk Screening Tool (HRST) requests, SIS review, behavior plans, NPOC, assessments, etc.), pre-planning using the Detailed Service Authorization Tool (DSAT, Cost Detail etc.), development and training according to all State regulations.
- Conduct a Council for Quality and Leadership (CQL) assessment (including Personal Outcome Measurement Interview) with each person receiving services prior to each annual renewal; recommend updates as necessary.
- Initiate funding requests with Maryland’s Coordination of Community Services (CCS) for new and modified supports with oversight of Program Director.
- Complete the DSAT and other forms as requested by the Maryland Developmental Disabilities Administration (DDA) for each person.
- Support in training the DSPs on individual goals/outcomes to ensure consistent implementation.
- Maintain up-to-date records and documents, including the PCP document, entry of PCP goals, face sheet, behavior support plan, tracking charts and other documents relevant to each person’s services.
- Monitor and review service referral requests/service authorization to ensure accuracy under the direction of the Program Director.
- Monitor and assist in the submission of documentation for eligibility paperwork.
- Coordinate and maintain all PCP team communications with the individual supported, day programs, CCS, state agencies, etc.

**EDUCATION & EXPERIENCE REQUIREMENTS**:

- Bachelor’s degree in the field of Human Services.
- Three (3) years of professional experience delivering community-based services to people with intellectual and developmental disabilities, some experience in billing a plus.
- Knowledge of Code of Maryland Regulations (COMAR) & Home and Community Based Services (HCBS) Final Rule, waiver and service definitions and regulations, guidelines, procedures & philosophy.
