Job Summary:
Lead the Field Reports Labor Compliance section under the general guidance of the Field Reports Assistant Manager. The Labor Compliance sections enforces labor standards established by the Davis-Bacon and Related Acts (DBRA) and other applicable laws, ensuring that contractors and subcontractors pay prevailing wages and provide appropriate fringe benefits to workers on federally funded construction projects. Duties include ensuring contractor compliance with the Davis Bacon and Related Acts (DBRA) and other applicable laws, on federally funded projects; compiles information for and writes detailed reports based on research, investigation or inquiry of applicable Davis Bacon data and determines accuracy and completeness of information under review. Interact with construction units, state and federal funding agency officials, and contractors, regarding enforcement activities. Verifies and reviews project-related documentation, contracts, specifications, Construction Manual and Special Provisions as well as Federal Highway Administration (FHWA) and U. S. Department of Labor (US DOL) regulations and laws. Provide guidance, training and support to the team members, Field Office Managers, Inspectors, Resident Engineers, District Administrators, State Engineer for Construction, contractors, subcontractors and the general public. Conduct Certified Payroll workshops and outreach activities. Responsible for evaluating the performance of team members, providing constructive feedback and recognizing achievements.

Job Duties:
Plan, direct, coordinate, administer, and supervise the activities of the Labor Compliance Section. Help develop the skills and abilities of the team members through training, coaching, and feedback. Implement practices & processes used to meet goals. Responsible for evaluating the performance of the team members on a regular basis; provide 1:1 coaching, constructive feedback, recognize achievements, and address performance issues or concerns. Encourages continuous improvement.

Evaluate and approve fringe benefit plans, and additional project documentation to ensure adherence to ADOT Standard Specifications, Construction Manual, Special Provisions, FHWA and US DOL Regulations. Providing guidance and support to internal team members, field office technicians, contractors and subcontractors in labor compliance required documentation.

Analyze and audit special projects for Construction Group including Davis Bacon analysis, fringe benefits, conformance requirements and wage complaints and ad hoc reports. Review data by utilizing various sources of regulatory documentation to ensure conformance with applicable laws, rules and regulations. Review project specifications to determine scope of work and ensure appropriate wage determination(s) and federal language are incorporated into contracts.

Conduct Certified Payroll workshop classes and additional training for field offices, local public agencies, contractors, subcontractors, consultants and other stakeholders. May be required to drive a State vehicle.

Knowledge, Skills & Abilities (KSAs):

- Federal programs, contract compliance, and Labor Compliance including Davis-Bacon labor laws as defined in 29CFR and FHWA 1273.
- FHWA and US DOL regulations and laws.
- Certified payroll reporting policies and procedures.

**Skill**:

- Analysis and preparation of data in a comprehensive format.
- Composing clear, professional written communication.
- Interviewing and investigation techniques.
- Creating lesson plans and handouts appropriate for adult learning.
- Public speaking and keeping adult learners engaged.
