**GENERAL DESCRIPTION OF CLASS**:
**ESSENTIAL FUNCTIONS**:

- Analyzes complex financial and operational data from multiple software systems such as Oracle, Hyperion, UMS, and Maximo.
- May operate a program such as a production-modeling program to model the City of Lakeland and Florida Municipal Power Pool operations and run a program to allocate the cost and benefits of pool operation or Load Research programs.
- Compiles data for short-term load forecasting, billing operations, large customers, and pool operations.
- Assists in performing studies directly and indirectly related to developing rates, tariffs, and fuel and energy contracts.
- Creates database reports and other analysis tools to serve internal and external customers.
- Performs computer programming and may supervise activities, such as data preparation and input, computer terminal operation, and related activities.
- Conducts data analysis comparing solar meter readings to ensure compliance with purchase power contracts.
- Coordinates payments of all invoices related to the Fuel Department; performs analysis to ensure compliance with corresponding energy and fuel contracts.
- Develops and maintains necessary records and reports pertaining to fuel transportation and pool operations.
- Nominates natural gas sales using FGT and Gulfstream pipeline software.
- Purchases natural gas by backing up the Energy Trader Analyst.
- Controls the flow of natural gas for the generating units using the Delta V Software by backing up the Energy Trader Analyst.
- Prepares and submits the monthly reports for pool billing, natural gas, and fuel oil to E&W finance.
- Prepares requisitions and change orders for purchases and payment of invoices and maintains vendor files.
- Generates analysis for power pool pricing and fuel-related areas.
- Assists with monitoring and budgeting the fuel budget and provides a monthly report.
- Creates T-forms, budget transfers, journal entries, and check requests.
- Administrator of the Fuel Department's website and responsible for maintaining it.
- Prepares the data analysis and complies with the monthly Fuels Newsletter.
- Prepares the U.S. Energy Information Administration’s (EIA) monthly statistical report for government reporting compliance.
- Must be able to attend meetings at locations other than primary work location.
- May be required to work additional or alternate hours as necessary for the efficient operation of the department.
- Position is designated Mission Critical.

**QUALIFICATIONS (EDUCATION, TRAINING AND EXPERIENCE)**:

- Bachelor’s degree from an accredited four (4) year college or university in Mathematics, Statistics, Finance, Accounting, Economics, Business, Planning, Marketing, Engineering or a closely related field.
- Two (2) years of experience in utility work with a combination of experience in developing and running queries, computer programming, or data analysis.

**SPECIAL REQUIREMENTS**:

- Must possess a valid driver’s license.
- Must maintain a valid telephone number.
- Must maintain internet service.

**KNOWLEDGE, SKILLS, ABILITIES**:

- Considerable knowledge of the mathematics, economics, and statistics involved in compiling and analyzing electric utility data.
- Considerable computer programming and modeling knowledge as applied to statistics, econometrics, planning, electric production, marketing, and/or fuels.
- Knowledge of the sources of technical information and literature and the methods of obtaining and using them.
- Ability to perform studies pertaining to fiscal analysis, rates and operation research, sales projections, load research, customer analysis, and other utility system studies.
- Ability to learn the PCI Clearinghouse Pricing and unit commitment software and analyze Lakeland and Pool operations to allocate cost and benefits to pool members.
- Ability to communicate effectively both orally and in writing.
- Ability to prepare technical reports, analyses, and documents.
- Ability to establish and maintain effective working relationships with City employees, consultants, other utilities, and the public.
- Ability to cope with stress, deadlines, and calculating complex analyses while remaining flexible, positive, and productive in a changing environment.
- Ability to prioritize, track, and complete multiple projects within a given deadline and competing demands.
- Knowledge of basic accounting principles for budgeting and journal entries.
- Thorough knowledge of various software, including the Microsoft Office Applications of Excel, Word, PowerPoint, Adobe Acrobat Writer, and Outlook.

**WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS**:

- Requires sedentary work that involves walking or standing some of the time, exerting up to ten (10) pounds of force regularly, and routine keyboard operations.
