Under the direction of the Deputy Executive Director, the Director of Strategic Initiatives is responsible and accountable for serving as an authoritative advisor, liaison and consultant to the Deputy Executive Director and other key DCHA stakeholders on current housing, redevelopment, and public administration management issues relevant to DCHA’s strategic initiatives. This position provides management oversight and coordination of the Authority’s strategic initiatives, moving to work program, federal and local government reports and business development programs.

The DCHA is a unique agency in that it must not only carry out its normal range of municipal functions, i.e., providing public and affordable housing for the City’s low-and moderate-income families, but also enhance the provision of effective supportive services for entry into the private housing market in the performance of functions that are normally carried out at the state and county levels in other jurisdictions.

All activities must support the District of Columbia Housing Authority's (“DCHA” or “Authority”)’s strategic goals and objectives and produce results that accomplish the goals of the Office of the Deputy Executive Director.

**ESSENTIAL DUTIES & RESPONSIBILITIES**

- Serves as an authoritative advisor and liaison to the Deputy Executive Director and other management staff by performing functions which include a broad range of planning, and independent research and analysis functions addressing the most complex issues relative to the organization’s strategic plans and initiatives.
- Confers regularly with the Deputy Executive Director to keep apprised of new and changing policies, positions, requirements, and special priority matters. Frequently deals with the Mayor’s staff, City Administrator’s Office, other D.C. departments and agencies, federal government agencies, including the Department of Housing and Urban Development (HUD) and community organizations.
- Performs key role in the development of DCHA’s strategic plan and process re-engineering efforts. Identifies resource requirements, designs and implements assigned project plans; coordinates the logistics and any group(s) participation.
- Collaborates with key staff to translate the agency’s vision into broadly defined goals or objectives with a sequence of steps to achieve them; ensures objectives (typically broad and long term) and milestones are documented in a complete product. Conducts follow-up evaluations to ensure milestones are achieved within the established time frame. Assesses the effectiveness of the changes or initiatives and initiates action to modify procedures or policies as necessary.
- Collaborates with Deputy Executive Director to analyze proposed changes in operations, and to assess the impact on program requirements. Develops information and prepares special or recurring reports and studies relating to the specific areas of interest or concern.
- Develops effective linkages with the Housing Authority’s internal offices, HUD, local governments, and community agencies on matters related to Housing Authority operations including DCHA’s repositioning of assets and monitoring progress on the recovery plan. Conveys pertinent information to management and appropriate stakeholders.
- Provides management and coordination for the Moving to Work Program Plan and other required reports that are mandated by federal and local governments.
- Provides Board of Commission assistance in the review of a variety of documents that are time-sensitive; including Board Books, minutes, etc. identifying changes and updates as necessary.
- Reads, compiles, analyzes, coordinates, and performs independent writing assignments, and in-depth research; and provides detailed information to expeditiously respond to a full range of special assignments designed to support the Housing Authority’s organizational mission and program objectives.
- Integrates administrative activities to achieve breakthrough efficiencies; trains assigned staff to excel in creating positive solutions to improve service delivery. Work with counterparts throughout the agency to build and sustain best practices in all administrative management areas.
- Serves as the principal liaison between the Director and departmental staff and has responsibility for administering and supervising the day-to-day operations of the housing authority.
- The incumbent is expected to be aware of the philosophy, principles, and requirements and to utilize a full range of management programs, processes, methods and tools to administer departmental programs.
- Reviews recommendations from offices and administrations on policies and legislation.
