**Duties**:

- Performs reviews and critical assessments of programs in areas that include, but are not limited to, DoD programs, functions and missions worldwide, national security, homeland defense, joint and interagency operations, command functions, military operations, logistics, resource management, medical systems, information management and Stabilization, Stability Operations, or comparable key program areas.
- Develops plans, methodologies and approaches for analyses or evaluations conducted independently or as part of a team. Defines scope, objectives and resources required for projects. Conducts studies and evaluations, adapting plans and procedures as necessary to meet established goals and objectives; gathers data, through review of complex documents and information and through on-site visits and interviews with responsible staff.
- Documents findings, prepares reports, ensuring adherence to report procedures, formats and protocols, providing supporting documentation, cross references or other information. Provides recommendations and conclusions with justification; defines corrective action needed to address identified problems and issues. Identifies potential areas of disagreement with the area being reviewed and makes recommendations to minimize formal non-concurrences. Considers and resolves issues on factual matters to ensure balanced and accurate results. Develops and implements follow up plans to track implementation of audit results; tracks and reports on follow up as required. Presents and defends findings as required.
- Researches law, regulation, policy, procedure and other relevant documents and data in program reviews; identifies potential data sources, determines relevance, and analyzes and applies results in studies. Maintains liaison as required with component organizations, other DoD organizations or other Federal agencies to assure continued understanding of issues and operations.

**Qualifications**:
**Specialized Experience**:Applicants must have one year (52 weeks) of specialized at the next lower grade equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as:

- Knowledge of basic research, audit or evaluation techniques and principles.
- Skill in researching law, regulation, policies, procedures or comparable documents to extract information for assessments and special projects.
- Skill in analysis of data and written material to gather and assemble relevant information for projects.
- Ability to present ideas, facts, conclusions and recommendations clearly, concisely and logically both orally and in writing to prepare and present findings.
- Ability to work with staff to participate in team projects.
