**Summary**:
The Financial Analyst serves as a budget liaison to a group of related departments. This position will have a heavy focus on Fleet Management administration and will work closely with the Risk Manager on Fleet Management issues.

**Essential Duties**:

- Enterprise Fleet Management (EFM), Wight Express (WEX -fuel) and EZPass liaison.
- Manage County EFM departments’ vehicle lease/County owned acquisitions, vehicle turn-in and sale process.
- Annually review/identify vehicle replacements, issue WEX fuel cards and maintain driver information.
- Provide assistance in conjunction with Procurement Department regarding EZPass government account vehicle transponders.
- Establish Fleet budgets.
- Oversight of EFM/WEX/EZPass system online records.
- Analyze monthly invoices/prepare/post charges to department budgets.
- Develop and maintain Fleet Vehicle Policy and Procedures.
- Provide assistance with vehicle/budget related questions.
- Climate Action Plan: Electric Vehicles (EV) and EV charging stations.
- Assist assigned departments with processes, procedures and strategies for budget development, implementation and control.
- Prepare and present budget and financial analysis to management so that they can make informed decisions.
- Assist departments with accounting and finance issues.
- Analyze the fiscal impact of program or project proposals and prepare appropriate recommendations.
- Analyze financial data and trends in order to forecast operating results or cash flow requirements.
- Develop and maintain databases of pertinent information for use in financial analysis and planning.
- Make recommendations to management regarding cost savings or revenue enhancing opportunities.
- Assist with “Right to Know” requests and requests from Federal and State agencies.
- Perform other duties, tasks and special projects, as required.

- Bachelor's degree from an accredited college or university in accounting, finance, business administration or public administration, or equivalent combination of education and experience.
- Three to five years of related experience and/or training.
- Strong writing and verbal communications skills.
- Strong analytical and reasoning skills.
- Strong organizational and time management skills.
- Ability to establish priorities and carry tasks to completion.
- Ability to maintain confidential information and handle confidential matters.
- Ability to use common sense understanding to carry out verbal or written instructions.
- Ability to be flexible and to handle multiple tasks simultaneously.
- Ability to respond quickly and accurately to customer requests.
- Ability to present financial data to non-financial people.
- Ability to read and interpret technical procedures and governmental regulations.
- Ability to write reports, business correspondence, and procedure manuals.
- Ability to build strong peer-to-peer relationships within and outside the Finance Department.
- Ability to identify the drivers of cost and revenue.
- Strong professional ethics such as adherence to the Government Finance Officers Association code of ethics.
- A valid driver’s license is required.

**Preferred Skills, Knowledge & Experience**:

- Course work in economics and investment theory.
- General knowledge and understanding of the Single Audit Act of 1984 and related amendments.
- General knowledge and understanding of County of Chester policies and procedures.

To perform this job successfully, an individual should have:

- Intermediate Word skills
- Advanced Excel skills
- Intermediate PowerPoint
- Intermediate PeopleSoft Financial/HRMS skills or the ability to learn PeopleSoft

**Physical Demands**:
While performing the duties of this position, the employee is frequently required to sit and talk or hear. Occasionally, the employee will need to stand or walk. On rare occasions, the employee will need to drive a vehicle.
