**STRATEGIES TO SUPPORT CHILDREN EXPOSED TO VIOLENCE PROJECT MANAGER**
**(CEV Project Manager)**
**NATURE OF WORK**
Project Manager for the Strategies to Support Children Exposed to Violence Grant. The Project Manager will be responsible for the management and oversight of the federal Strategies to Support Children Exposed to Violence Grant program awarded to the City of Rockford.
**GRANT FUNDING ADVISEMENT**:
This position is 100% funded by a grant from the United States Department of Justice, Office of Juvenile Justice and Delinquency Prevention (OJJDP). Grant funding for the current project period will end on September 30, 2025. Acceptance of this position shall not be construed as a guarantee of employment beyond the grant-funded period.
**DISTINGUISHING FEATURES**
The Project Manager will be responsible for the management and deliverables of the Strategies to Support Children Exposed to Violence Grant number 15PJDP-22-GK-03775-CEVJ (“Grant”) as awarded to the City of Rockford, including submission of OJJDP required data and fiscal reports in a timely manner. The Project Manager will be responsible for the day-to-day oversight of two CEV Community Outreach/Navigation Specialists. The Project Manager will be responsible for financial and programmatic reporting on a city and federal level and ensuring compliance with federal award conditions. Work involves significant coordination across multiple City departments, not for profits organizations, and community-wide organizations to complete the goals of the Grant.
**ESSENTIAL FUNCTIONS** (These essential duties are only illustrative.)
Oversees and ensures the successful establishment of a Community Healing Center (CHC or “Center”) in Rockford, Illinois.
Completes grant goals and objectives according to proposed timelines and city grant compliance policies.
Prepares all grant reports and monitors expenditures to ensure grant funds are spent in accordance with the approved budget.
Manages grant-funded staff or third-party contractors he/she has delegated or hired to assist in performing the CEV Project Manager's responsibilities.
Plans/coordinates local agencies and partners in training, education, and site visits.
Development and coordination of an expanded Juvenile Enhanced Response and CEV grant Strategic Planning Committee and workgroups, throughout all planning phase activities and implementation of CEV project strategies, including coordinating Strategic Planning Committee meetings and events, preparing meeting objectives, materials and minutes, and maintaining collaborative relationships with all Project partners.
Works with the grant-supported staff and the larger community to identify and address service gaps and barriers, create a blueprint for a comprehensive network of services to support children exposed to violence and their families, build the capacity to help children exposed to violence, and prevent/reduce juvenile crime.
Develops of the Final Strategic Implementation Plan, which includes, but is not limited to, policies and procedures for operations of the CHC and goals for the first 18 months of operations.
Oversees the development and implementation of approaches along the prevention and intervention continuum that address risk factors and build on protective factors.
Works with the City’s Grant Compliance Officer, guided by the City of Rockford Grant Policy to successfully monitor the sub-awardee’s part of the program, project management, and fiscal accountability.
Maintains records, and submit monthly statistical information and evaluating services provided by Case Managers and Outreach Workers
Conducts 90-day progress reviews for grant-related staff.
Conducts focus groups and holding public meetings.
Establishes and maintains a central repository for storing important CHC-related documents for Project partners.
Serves as the technical assistance (TA) provider liaison, which will include coordinating TA visits, travel to TA-related meetings and events, and exchange of information related to Project planning activities and progress.
Development and coordination of a Funding and Sustainability workgroup to identify and assist in securing funding sources to support, expand, and enhance the programs and services of the CHC.
Finalizes a long-term Funding and Sustainability Plan.
Completes all other tasks and duties as assigned and required by the Executive Director of the Mayor’s Office of Domestic and Community Violence Prevention.
**SUPERVISION RECEIVED**
Works under day-to-day supervision and direction of the Executive Director of the Mayor’s Office of Domestic and Community Violence Prevention, who reviews work for effectiveness, timeliness, and for overall results achieved.
**SUPERVISION EXERCISED**
Exercises supervision over CEV Community Outreach/Navigation Specialists. Supervisory responsibilities include assigning and evaluating work, resolving personnel problems, setting performance goals
