**Minimum Qualifications**
- Thorough knowledge/understanding of Title IV-E program rules and regulations.
- Ability to understand complex federal regulations and guidance, including financial regulations, and ability to use that knowledge to write and implement policies and inform written and oral communications.
- Ability to understand Title IV-E Intergovernmental Agreements and explain those agreements to a variety of audiences, ranging from social workers to executives.
- Experience working on or leading project teams and providing training.
- Demonstrated ability to fulfill the needs of internal and external customers.
- Ability to interpret, analyze, and monitor complex issues.
- Ability to make professional judgments and precise decision making.
- Experience working and collaborating and cooperating with others to get the job done.
- Ability to adapt to changing business needs, conditions, work responsibilities and work environments.
- Demonstrated ability to developing and maintain positive relationships; exchanging ideas and opinions.
- Ability to motivate, influence, and support others to accomplish team and organizational goals.
- Demonstrated ability to plan, organize, and manage own time and work.
- Demonstrated work experience with policy analysis, legislation and/or program design.
- Must possess a valid driver’s license.

**Additional Considerations**
- Experience in the use of automated accounting and data reporting systems preferred.
