**Duties**:

- Serves as a Child and Youth Services (CYS) Special Needs Program Manager and provides training to staff on strategies to facilitate positive interactions and successful inclusion of all children and youth enrolled.
- Serves as Subject Matter Expert/Augmentee on the Multidisciplinary Inclusion Action Team (MIAT). Develops internal CYS Teams (trainers, School Liaison Officers (SLO), managers, parents and Program Assistants).
- Serves as advisor and advocate for parents of children/youth with special needs. Maintains liaison with Exceptional Family Member Program (EFMP) to assist Army families in locating and accessing appropriate services.
- Works collaboratively with other CYS Managers, trainers, specialists, and SLOs to ensure seamless service and continuity of quality options for all children and youth. Serves as a member of the Multi Disciplinary Team Inspection (MDTI) Team.
- May be required to perform health related practices as reasonable accommodation for children with disabilities. Identifies negative factors that may contribute to non-success of children/youth to include the program environment.

**Conditions of Employment**:

- Must be at least 18 years of age at the time of appointment.

- Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Child Care Tier 1 background investigation.
- Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations in accordance with current Army and DoD policy including annual influenza vaccinations.
- A one year probationary period may be required (either initially or upon conversion, if applicable).
- Successful completion of annual training requirements within the prescribed time frame and demonstrated on the job competence is required.
- Satisfactorily complete an employment verification (E-Verify) Check.
- Travel to on and off post locations required.
- May include work both indoors and outdoors.
- Must have the physical ability to lift and carry up to 40 lbs, walk, bend, stoop, and stand on a routine basis is required for positions in child development centers.

**Qualifications**:

- Education must have been directly related to the position to be filled (general psychology/sociology courses are not qualifying).
- Basic Requirement:

- 1. A bachelor's degree or higher that included or was supplemented by at least 24 semester hours in special education, early childhood education, child/adolescent development, elementary or secondary education, youth development, or other closely related field such as psychology/sociology or social work (must include 24 semester hours in child/adolescent psychology, sociology of the family, developmental psychology, social work with child/family emphasis);
- **OR**

2. Completion of 24 semester hours in coursework as indicated above, plus additional related coursework or experience that provided knowledge comparable to that normally acquired through the successful completion of a 4-year course of study.-

**PCS Costs**
- Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest.

**Pay-Band (NF) Allowances and Differential**s
- This is a pay-banded position.
- Sunday premium pay may be authorized by the Garrison Commander. **_If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay._** When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
