Manager - Early Learning

The Manager — Early Learning supports the day to day operations of the Office of Early Learning, including the project management of cross functional bodies of work, and oversight of office and grant budgets. The Manager represents the Executive Director of Early Learning in various settings and provides leadership and direction for special projects that have operational and organizational impact. The Manager provides direction and leadership within the district office, providing support to staff within the Office of Early Learning and serving as a liaison with other district departments to ensure a focus on high quality teaching and learning that aligns to the district's Blueprint for Success and the Board's strategic priorities; establish and maintain effective working relationships with various levels of staff and the public; ability to communicate effectively both verbally and in writing. The manager provides direct support and supervision to at least one staff member.

**Essential Functions**
- Assists the Executive Director and various directors with the development, dissemination, implementation, and evaluation of early learning and the Blueprint for Maryland's Future (or "Kirwan Commission") initiatives.
- Organize, create, and audit district-level information and communication related to early learning priorities
- Uses data collected to strategically support the needs of teachers and school leaders in the district.
- Develops and provides appropriate guidance for schools and school leaders on best practices in early learning.
- Supports the design and ongoing implementation of technical solutions to support the core functions of City Schools.
- Provides district level leadership in the areas of early learning policies and regulations, and state reporting.
- Supports the strategic budgeting process for district office and schools.
- Provides reporting and data analysis support to staff across the Academics office.
- Works collaboratively with a highly motivated team from multiple offices to advance early learning in the district.
- Reviews, provides feedback on, and finalizes presentations, memorandums, and other requests of the Board of School Commissioners.
- Coordinates procurement for the Office of Early Learning, including supplemental materials strategy and review, contract recommendations, and written requests of the Board.
- Supports director and coordinator level staff with effective project management.
- Prepares and maintains complex financial records using Excel or comparable software required.
- Provides ongoing consultation and coaching support on behalf of the Executive Director to support office and district initiatives.
- Serves as the liaison between the Office of Early Learning and relevant district partners, including but not limited to local philanthropic and non-profit organizations, City agencies, and community organizations.
- Represents City Schools at various internal and external meetings and conferences.
- Keeps abreast of best practices in teaching and learning.
- Keeps abreast of current district, state, and federal policy and/or legislation as it relates to early learning; provides relevant recommendations and/or feedback on policy updates.
- Articulates and interprets the laws and regulations related to teaching and learning at the federal, state, and local levels.
- Collaborates with district office and school-based staff to ensure the effective implementation of early learning initiatives.
- Manages strategic hiring process for the Office of Early Learning; supports the school-based hiring of key district managed positions.
- Coordinates special programs and initiatives related to the district's strategic priorities.
- Provides support in the identification and preparation of federal, state, and private grant proposals to secure resources to support teaching and learning initiatives.
- Manages multiple competitively awarded grants.
- Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.

**Minimum Salary**
- 100222.00

**Desired Qualifications**
- Bachelor's Degree in education or related field from an accredited college or university. Master's degree preferred.
- Three years of K-12 experience in an urban setting, such as classroom teaching experience or district office experience or early childhood project management experience
- Knowledge of current research and best practices in K-12 education.
- Ability to work effectively in a high pressure, deadline regulated atmosphere. Excellent verbal and written communication skills.
- Excellent interpersonal and organizational skills.
- Ability to facilitate positive communication and coordination of program activities with teachers, administrators, and staff.
