- BACKGROUND

The P2 Indigenous Peoples’ Programme Officer will be primarily responsible for the technical execution of the Inclusive Conservation Initiative (ICI), with support to the broader Indigenous Peoples and Conservation Programme Portfolio, assisting in establishing strategic and operative linkages within and beyond IUCN. Duties include project and partnerships management, design, and implementation of policy related activities relevant for the ICI project and IUCN, assist in resources mobilization to strengthen ICI implementation, and similar activities necessary for the successful implementation of the project and consolidation of the Indigenous Peoples and Conservation Programme.- Lead on the technical implementation of the ICI initiative as agreed with the HRC Team Lead and the Senior Program Manager on Indigenous Peoples and Conservation,.
- Support the creation of strategic and operative linkages within and beyond IUCN as they relate to Indigenous Peoples.
- Build and maintain strong relationships with IPs leaders engaged in IUCN IP project portfolio, particularly with ICI project implementation, as well as with IUCN Indigenous Peoples’ Organisations (IPO) Members, ensuring their full and effective engagement within the Union and supporting the implementation of the IUCN IPOs self-determined Strategy and the IUCN Global Indigenous Agenda.

Other assigned responsibilities may include:
- Provide expert technical guidance and inputs to IUCN policy engagement and communications on IPs issues in sustainable development and environmental policy fora.
- Provide specific technical advice and inputs to IUCN regions and thematic units with respect to ensuring that the development of those portfolios is consistent with IUCN’s IPs rights, priorities, safeguards and policy, with particular attention to the development of GEF-GCF and other large initiatives.
- Represent IUCN within its delegations to relevant policy fora and related meetings (e.g. UNPFII, EMRIP, UNFCCC, UNFF and CBD) and support the developing and delivering of policy messaging on indigenous issues at these events.
- Guide and advise on the effective and systematic inclusion of monitoring and evaluation protocols on the recognition and advancement of Indigenous Peoples’ rights across the IUCN programme, with particular reference to the implementation of UNDRIP, in close collaboration with the Planning, Monitoring, Evaluation & Risk Unit.
- Support the Head of the HRC Unit, in conjunction with the Senior Program Manager on Indigenous Peoples and Conservation, in periodically reviewing the medium to long-term stability of the current portfolio, on-going and closed project performance, obstacles to the effective & timely delivery of on-going projects.
- Coordinate and provide oversight on project delivery and identify and communicate project deadlines and benchmarks, ensuring these are met through ensuring effective project implementation with staff/partners/vendors, with particular emphasis on the ICI project delivery, monitoring, and evaluation.
- With IUCN IPO Members and key IP partners, support the co-design, co-development and co-implementation of a portfolio of projects that advances IPs priorities and rights and, integrates traditional indigenous knowledge into conservation action facilitating the delivery of tangible “on the ground” benefits for indigenous communities and nature.

Other assigned responsibilities may include:
- Provide overall quality assurance, supervision and accountability for the development, implementation and delivery of the IUCN IPOs Self-determined Strategy., the IUCN Global Indigenous Agendaand overall IPs portfolio and other overarching initiatives of the IP Programme, ensuring institutional consistency.
- Ensure projects are designed and implemented according to IUCN project management standards and best practices, involve IUCN regional offices, are delivered within budget and align with IUCN programme objectives.
- Design and deliver technical training and capacity building to IP project partners in topics relevant to project design and implementation, as well as training on Indigenous Peoples issues to fill identified skills gaps and capacity issues within IUCN’s programmes and projects, and partners, governmental organizations, municipalities and communities.
