**Education and/or Equivalent Experience**:

- Graduation with a Bachelors’ from an accredited four-year college or university with major course work in a field related to Finance, Accounting, or Economics plus four (4) years of experience in a finance related field, one (1) year of which includes lead or supervisory experience.
- Additionally, experience must include one year of accounting. Up to twelve (12) hours of accounting coursework may substitute for accounting experience.
- A Master’s in Finance, Accounting, or Business related field or a CPA certification may substitute for two (2) years of experience requirement.

- The mission of the Planning Department is to provide equitable and people-centered planning services to shape an Austin where everyone can thrive.- The Planning Department is seeking a Financial Manager I to help further the mission and goals of the department. This position will oversee all Budget, Financial, Accounting, and Purchasing functions for the Planning Department. The position will be responsible for managing the development of the annual financial forecast and proposed budget as well as for overseeing accounting, purchasing, and contracting functions. It will manage the development of the operating budget, capital budget, long-range plans, and five-year plan.**Pay Range**
- $37.14 - $49.71**Hours**
- Monday to Friday;

**Preferred Experience**:

- Experience working with operating and capital budget planning process and fee calculation requirements.
- Experience with cost-of-service methodology and revenue projections.
- Experience managing finance functions, including accounting, budgeting, purchasing, accounts payable, accounts receivable, revenue, Capital Improvement Plans (CIP), grants, fixed assets, inventory, and payroll functions.
- Experience managing Finance and Accounting professionals to include demonstrable leadership skills in managing and developing staff.
- Ability to think strategically in developing and implementing financial-related processes and procedures to achieve departmental goals and objectives.
- Experience/Expertise with business/enterprise financial tools such as AIMS, e-Capris, e-Combs.
- Ability to effectively communicate, present to, and maintain relationships with staff, stakeholders, and senior/executive management.

**Duties, Functions and Responsibilities**

**Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.**
- Properly accounts for and safe-guards the City’s cash and other assets for small scale enterprises or functions within a department.
- Manages finance functions by managing a subset of the following areas: accounting, budgeting, purchasing, accounts payable, accounts receivable, revenue, CIP, grants, fixed assets, inventory, and payroll functions. May provide oversight for non-financial areas.
- Guides financial decisions of the organization by preparing financial information for presentation and consideration by management.
- May manage or assist in the development of the budget for the organization, perform budget analysis, provide guidance and recommendations to management, monitor the budget by reviewing current year estimates and budget variance reports, and review historical and forecast budget information.
- Provides feedback and analysis of organization performance measures, goals, and objectives by compiling relevant financial, business, service and operational information, identifying and evaluating trends, and recommending corrective actions.
- Reviews financial and budget reports and performs financial analyses by managing compilation of appropriate information.
- Prepares, reviews, and evaluates financial and accounting documents, reports, and statements and ensures that financial transactions are recorded promptly and properly.
- Ensure financial staff are appropriately trained on the City’s systems of record and on citywide policies and procedures.
