**Introduction**:
The Budget and Finance Officer ensures the Governor’s Office of Community Initiatives has sound internal and external financial systems that meet state standards; ensure agency compliance with state regulations.

**LOCATION OF POSITION**:
Crownsville, Maryland

**POSITION DUTIES**:
Serve as advisor on fiscal, personnel, grants and budget policy. Supports the Executive Director of the Governor’s Office of Community Initiatives (GOCI) by advising, coordinating, and implementing the agency plan and strategy for overall sustainability. Oversees all financial systems within GOCI and all of its respective program units that include the GOCI General Administration, the Governor’s Ethnic and Cultural Commissions, LGBTQIA+ Commission, Interfaith Outreach, and the Governor’s Office on Immigrant Affairs. Ensure that all transactions are in accordance with State regulations. Work with the Executive Director to handle personnel matters on behalf of the agency. Analyze personnel forecast reports for discrepancy. Reviewing and approving the bimonthly payroll allocation to ensure that all state accounts are within budget.
- Manage the implementation of the agency’s state budget. Identify operating outlays, personnel services, operations, equipment, and materials.
- Ensure the adequate and timely performance of all fiscal and administrative staff functions.
- Verify compliance of general operating expenses, purchase orders, interagency agreements, personnel contracts, travel related transactions, corporate card transactions, reconciliations, property inventory, capitalized assets and all collections (cash 15% and check receipts, ACH transfers).
- Update the Office Policy and Handbook. Direct and coordinate the evaluation, and the on-going development of the statewide Managing for Results strategic plans.
- On behalf of the agency, review all legislation that impacts the office, prepare, and submit fiscal notes as appropriate, assist with coordinating responses to committees and legislators.
- Work with GOFA to interface with Maryland State Legislative Auditors, Internal Auditors, and independent auditors, if necessary, handling, delegating, or escalating for Director’s attention.
- Handle confidential and sensitive information with discretion and professionalism.
- Other duties and projects as assigned.

**MINIMUM QUALIFICATIONS**:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.
