An Appraisal Technician, under the supervision of the Equalization Director, Deputy Equalization Director and Assessment/Equalization Manager performs and assists in the field and office assignments pertaining to the appraisal of both real and personal property. An employee in this class measures the physical characteristics of real property, evaluates cost records of personal property and assists in the preparation of formal appraisal reports. An Appraisal Technician assists in analyzing a variety of maps and legal descriptions, initially examines and sketches building configurations from architectural drawings and construction plans; draws, plots, scales, traces or inputs property boundaries for legal descriptions, and interviews owners and occupants of property or tangible business assets to perform an accurate appraisal and performs related duties as required.

**Required Minimum Entrance Qualifications**:
1. Possess an Associate’s degree or a minimum of two (2) years full time college level coursework from an Appraisal Technician accredited college or university (with a major in Accounting, Finance, Public Administration, Business Administration or Public Relations preferred); **OR**

Be a high school graduate or have successfully completed the General Education Development test (GED); **AND** have at least one of the following:
a. Possess a Geographic Information Systems (GIS) certification from an accredited college or university; **OR**

b. Demonstrate 6 months of work experience in GIS, Equalization Department, Planning Department or Building Inspections, or Real Estate; **OR**

c. Possess 15 or more credit hours in direct GIS classes; **OR**

d. Have at least one year of experience performing residential field inspections in an Assessor’s office; **OR**

e. Possess a Michigan Certified Assessing Technician (MCAT) or Michigan Certified Assessing Officer (MCAO) certificate or higher Assessment Administration certificate or possess a valid Appraisal License issued by the State of Michigan.

2. Must obtain a Michigan Certified Assessing Technician (MCAT) certification within one (1) year of hire date to maintain employment.

3. Must possess a valid Michigan driver's license.

4. Must be able to provide personal transportation for appraisals and related duties throughout the County if a County-owned vehicle is not available.

**NOTE**: You must complete all required continuing education credits for annual recertification and maintain current knowledge of Michigan property tax laws and Tax Commission rules and regulations as a condition of continued employment.

**Physical Conditions / Work Location**:
**PHYSICAL ACTIVITIES**
- An employee in this class must be in good physical condition such to allow for the occasional lifting of objects weighing thirty-five (35) pounds or less and for spending extended periods of time walking, bending, and stooping with or without assistive devices while performing field appraisals. Must have the mobile and visual capacity to negotiate difficult terrain during the performance of appraisal duties.

***ENVIRONMENTAL CONDITIONS**

A significant portion of the workload is performed outdoors and/or off-site. Essential job functions may require incidental exposure to inclement weather conditions, airborne particulates and contaminants, industrial chemicals and compounds, livestock and other animals, and other unpleasant or hazardous working conditions. Site appraisals involve an inherent risk of confrontations with uncooperative or aggressive property owners or occupants.
