The Code Compliance Officer, under the general supervision of the Building Inspection Manager, is a non-sworn non-represented position that will be responsible for promptly and effectively carrying out routine Building/Zoning/Property Maintenance and Police civil code enforcement. This position will create partnerships with the city residents and business owners to provide education on code compliance and to help preserve and enhance the safety and appearance of the communities and neighborhoods.

The Code Compliance Officer will routinely enforce downtown and Middleton High School area parking, as well as any complaints of abandoned vehicles, either on the street or on private property. This role conducts on-site inspections within the built environment in accordance with the City’s Property Maintenance Code, Zoning Ordinance, and other ordinances as applicable to ensure compliance with the City's requirements. The areas of knowledge necessary for this position includes, but is not limited to parking, erosion control, noxious weed and tall grass control, sidewalk snow and ice removal, zoning compliance, and safe and sanitary maintenance of property.

**Job Functions**:
**Essential Functions**
- Enforce the City’s parking restrictions through the issuance of parking tickets and when required, having illegally parked vehicles towed. The Code Compliance Officer would routinely enforce downtown and Middleton High School area parking, as well as any complaints of street storage and abandoned vehicles, either on the street or on private property.
- Handle animal complaints and distribute and track City owned traps.
- Coordinate fingerprinting activities for residents and employees of local businesses looking for this service.
- Oversees the speed trailer/sign board and traffic cone programs to facilitate the placement and disbursement of devices.
- Conducts on-site inspections within the built environment in accordance with the City’s Property Maintenance Code, Zoning Ordinance, and other ordinances as applicable; including, but not limited to: erosion control, noxious weed and tall grass control, sidewalk snow and ice removal, zoning compliance, and safe and sanitary maintenance of property.
- Conducts proactive as well as complaint-based nuisance inspections and re-inspections as necessary for snow and ice removal of city sidewalks.
- Conducts special investigations stemming from complaints related to building and nuisance violations.
- Completes documentation from the field including logs and summary reports related to inspections and the enforcement of the city's parking ordinance.
- Maintains accurate case documents of investigations, inspections and all other case actions taken; issues abatement work orders and citations as required.
- Provides expert testimony in municipal or circuit court proceedings.

**Knowledge, Skills, and Abilities**:
**Knowledge**
- General knowledge of locations and streets in the City of Middleton.
- General knowledge of City of Middleton ordinances and codes.
- Working knowledge of parking enforcement.

**Skills**
- Must be able to establish and maintain effective working relationships with other employees and the public. Must execute duties firmly, tactfully, courteously and impartially.
- Use computer software applicable to the duties of the position Working knowledge of applicable codes, standards, and ordinances.
- Conversational fluency in a second language a plus, in Spanish preferred.
