**HUMAN RESOURCES SPECIALIST**

**SUPERVISION RECEIVED**: First Selectman
**HOURS OF WORK**: Monday - Thursday, 9 a.m. to 1 p.m. (16 hours per week)
**GENERAL DUTIES**:

- Prepares and posts all job descriptions and vacancies.
- Maintains all personnel files.
- Coordinate staff onboarding processes.
- Administer all employee benefit programs including enrollments/changes. Collaborate with insurance carrier to research and resolve claims issues, implement plan changes, and serve as a resource person for employee benefits programs.
- Administer and track all requests for leave.
- Manage worker’s compensation processes.
- Participate in Town Safety Committee.
- Assist First Selectman in Town employee disciplinary matters.
- Provide a Town Personnel Report for Board of Selectman Meetings.
- Maintain seniority lists for all Town bargaining units.
- Aid Town employees regarding matters of policy and bargaining unit contract interpretation.
- Serve on Town negotiating team with First Selectman and Town Counsel.
- Manage the Random Drug Screening program for all Town DOT employees.
- Administer all staff exit/termination processes.
- Manage unemployment claims and attend unemployment hearings.
- Assist in preparing HR Services budget and create requisitions for payment of invoices.
- Performs other duties as assigned.

**SALARY**:$36 - $40 per hour
**MINIMUM QUALIFICATIONS**:

- Minimum four (4) years experience in Human Resources with specific experience in benefits administration..
- Bachelor’s degree preferred, high school diploma required.
- Computer proficiency in MS Office.
- Excellent organizational and communication skills.
- Ability to work with all levels of staff.
