**Description**

**JOB OBJECTIVE**:Provide leadership to the THC’s Historic Tax Credit Program in the Division of Architecture (DOA) at the Texas Historical Commission (THC). Guide the daily operations of the federal and state programs while sharing review responsibilities by managing a team of two professionals and a program specialist. Serve as liaison to the Division Director in cooperation with four other program coordinators in the division. Work collaboratively with program coordinators and review staff in the Architecture, History Programs, and Community Heritage Development Divisions.

**ESSENTIAL DUTIES**:

- Serve as team lead for the Architecture Division’s Historic Preservation Tax Credit Program. Provide guidance to staff on technical review and program policies in accordance with the _Secretary of the Interior’s Standards for Rehabilitation_. Provide training to new staff members. Plan, assign, supervise, and evaluate the work of program staff.
- Maintain a full load of project reviews, particularly on large, multi-building, or otherwise complex projects. Share other team responsibilities as time allows.
- Oversee review of architectural projects under the Federal Historic Rehabilitation Tax Credit and the Texas Historic Preservation Tax Credit programs in conformance to the _Secretary of the Interior’s Standards for Rehabilitation_ and the program rules. Guide staff in communicating clear and concise conditions for approval, recommendations for approval, and denials of projects.
- Manage, coordinate, and participate in meetings (in office or field settings) with professional design consultants, owners, government officials, and others to assess building conditions and understand the programmatic and regulatory requirements and aesthetic goals to successfully negotiate scope to comply with program rules.
- Communicate regularly with the National Park Service Technical Preservation Services to understand and disseminate standardized program and architectural issues and resolutions. Advise the NPS of situations or concerns with federal tax credit projects.
- Work in close coordination with the program team, Architecture Division Director, agency leadership, and the National Park Service on high-profile and complex projects as needed.
- Coordinate with other THC staff, divisions, and programs on the tax incentives programs to support common goals for economic development.
- Oversee the production of written materials related to the historic tax credit programs, including descriptions of completed projects, technical guidance, and informational articles for THC publications, the THC website, and social media accounts.
- Manage program records, including maintaining physical and digital files, updating program database, updating program webpages, and preparing program reports.
- Prepare and present workshops or conference sessions for communities, professional groups, or developers on the tax credit programs in collaboration with other team members, other division staff, and with NPS.
- Communicate with local and regional preservation organizations to promote the program and program accomplishments.
- Develop agenda items, supporting materials, and presentations for the Commission, as needed.
- Identify areas for change and make recommendations to the Division Director. When necessary, develop revisions to program policies and procedures, including changes to agency administrative rules.
- Maintain program policy and procedure manual for the Historic Preservation Tax Credit Program.
- Work under mínimal supervision, with extensive latitude for the use of initiative and independent judgment.
- Adhere to an established work schedule with regular attendance.
- Follow all THC safety guidelines/procedures and ethics requirements.

**NON-ESSENTIAL DUTIES**:

**Qualifications**
- Master’s degree in historic preservation, architectural history, or a closely related field; or a professional architecture degree (Bachelor or Master of Architecture) from a National Architectural Accreditation Board (NAAB) accredited college or university (or a comparable internationally accredited professional architecture degree) with coursework in historic preservation;
