Under the general direction of the Medical Director within the Center for Public Health Policy and Practice (CPHPP) at the Texas Department of State Health Services, the Director of Public Health Policy performs advanced managerial work relating to the advancement of public health policy, division operations, project management, and communications.
- The Director provides guidance and direction to staff within a broad range of CPHPP responsibilities, including development and coordination of public health policy; project development and management for center initiatives; and oversight, coordination, and communication of policy and program activities. Work includes instituting measurement tools for assessing how projects progress to enable the agency to achieve greater impact; reviewing guidelines and procedures; and assisting the Commissioner, Deputy Commissioner, and Associate Commissioners on special projects. The Director works with executives and staff across the agency to continuously improve services and programs by implementing best practices and promoting effective utilization of available resources. The Director plans, assigns, and supervises the work of others and works under mínimal supervision with considerable latitude for the use of initiative and independent judgment. Responsibilities also include representing the Medical Director as needed to report on or provide direction for agency issues and assignments.**Essential Job Functions**:
Provides overall leadership and strategic direction to CPHPP public health policy, operations, communications, and project management staff. Directs the planning, implementation, coordination, and evaluation of CPHPP and DSHS department wide activities that support the agency’s overall mission to improve the health of Texans.
- 1. Advances public health policy and serves as a primary liaison on public health policy initiatives involving other state agencies and partners, including Medicaid and other HHS System offices. Will take into consideration legislation, Medicaid and public health policy, health economics, healthcare delivery systems and other relevant topics related to public health policy development and implementation. (30%)
- 2. Supports CPHPP and DSHS initiatives improving the health of all Texans with an emphasis on vulnerable populations, through supporting the advancement of public health research; training, partnership, and workforce initiatives; and public health policy. Reviews project documents and relevant reports. Provides direction, advice, guidance, project management and other assistance to DSHS executives and staff regarding agency initiatives. Identifies and resolves problems as needed to achieve the department’s mission. Directly responsible for initiatives led by the CPHPP policy team. (30%)
- 3. Leads project management, communications, operations, and grant administration activities for CPHPP, including formulating, reviewing and implementing division policies and best practices for the effective and efficient administration and delivery of public health programs and services. Work also involves managing and developing internal policies and procedures, supervising staff through review of performance data, consultation, training, and performance appraisal. (25%)
- 4. Represents DSHS by making presentations, providing information and testimony, collaborating with stakeholders, other state agencies, and federal partners. Responds to requests by legislators and other public officials. Represents the Medical Director as needed to clarify or provide direction regarding agency issues and assignments. (10%)
- 5. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)**Knowledge Skills Abilities**:
