**Job Summary**:
The Human Resource Director oversees strategic Human Resources initiatives, leads training and development programs, fosters team and leadership growth, and builds a positive organizational culture. The Human Resource Director will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource (HR) department, ensuring legal compliance and implementation of the organization’s mission and talent strategy. Manages and maintains all aspects of the Human Resources operation to ensure compliance with all state and federal employment practices and laws.

**Pay Range/Benefits Package**:
Salary Range: $100,796 annually - placement above minimum salary is based on experience.

**Duties and Responsibilities**
- Plans, leads, develops, coordinates, and implements policies, processes, training, projects/initiatives, and surveys to support the organization’s human resource compliance and strategy needs.
- Continuously reviews and makes recommendations to the Chief Administrative Officer for improvement of Agency’s policies, procedures and practices on personnel matters.
- Ensures policies and procedures are reviewed and updated as necessary to comply with all applicable laws.
- Collaborates with senior leadership to understand the organization’s goals and strategy related to staffing, recruiting, and retention.
- Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
- Provides advice, counsel and training to management relative to labor and legal matters affecting personnel, contract staff and direct hires.
- Maintains all aspects related to volunteers and interns this includes acting as Volunteer Coordinator.
- Administers or oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; recognition, and morale; occupational health and safety; and training and development. Research new or enhanced benefit programs.
- Manages the worker’s compensation program; communicates with injured workers; coordinates with insurer and workplace physician; prepares worker’s compensation and MIOSHA reports; conducts injury investigations.
- Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
- Conducts research and analysis of organizational trends including review of reports and metrics from the organization’s human resource information system (HRIS) or talent management system.
- Develops and implements departmental budget.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
- Facilitates professional development, training, and certification activities for HR staff.
- Performs other duties as assigned.
- Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy.

**Environment (Work, Physical, Travel)**
- Work Environment - Environments can vary. Office environment. Travel by automobile to other locations within and outside of the County may be required.
- Physical Demands - Generally, performs sedentary work but must have the ability to lift up to 35 pounds. Occasional bending, stooping, kneeling, lifting. Ability to sit for extended periods of time.

**Minimum Requirements (education and experience)**
- Bachelor’s degree in Human Resources, Business Management, Business Administration, or related field
- At least five years of human resource management experience.
- Demonstrated leadership skills and ability to lead projects/initiatives across an organization.
- Thorough knowledge of employment-related laws and regulations.
- Understanding of privacy/confidentialit
