**Description**:
The Port of San Diego's Real Estate Department, one of the largest public real estate managers in the region, is seeking an Asset Manager who is able to perform a variety of responsible, professional-level duties. The Port of San Diego’s portfolio includes a wide range of tenants from small businesses on coastal piers to convention hotels supporting the San Diego Convention Center and new projects like Portside Pier on the Embarcadero and the Rady Shell. Portfolio management responsibilities include general lease administration duties, oversight of redevelopment projects, negotiation of new and amended lease terms, executive and Board member briefings and other tasks as needed.

GENERAL PURPOSE
Under direction, performs a variety of responsible, professional-level duties involved in the acquisition, development, property management/administration and disposition of real estate in accordance with federal, state and District codes, regulations and policies; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS

Asset Manager is distinguished from Senior Asset Manager in that the latter class is the advanced professional class in the Asset Management series where incumbents are responsible for larger and more complex real estate projects and programs and for providing supervision to assigned staff.
Asset Manager is further distinguished from Assistant Asset Manager in that the latter class is the entry-level professional class in the series, and incumbents are responsible for routine assignments under guidance and supervision of more senior staff.

**Essential Duties and Responsibilities**:
The following statements are intended to describe the general nature and level of work performed by people assigned to this classification. They are not intended to be an exhaustive list of all responsibilities, duties and skills required of personnel so classified.

1. Researches and assists in developing, managing and monitoring activities of assigned properties and real estate projects; participates in developing program/project plans and budgets; develops and recommends asset management policies and procedures; plans, organizes and implements work activities to meet established real estate goals and objectives; contributes to real estate program and project compliance with all applicable laws, regulations and regulatory agency requirements.

2. Participates in the management of real estate development projects; develops financial pro forma and other analyses; participates in the formulation of development concepts; analyzes opportunities and constraints for alternative real estate development scenarios and sites; supports multiple stakeholders on development projects; works with assigned team to ensure project goals are achieved in a timely manner; monitors and reports on project budgets.

3. Conducts or participates in real property negotiations and transactions; prepares requests for proposals; prepares and administers leases; oversees the financial operations of Port assets; performs financial research.

4. Interacts or negotiates with tenants or their legal representatives; negotiates purchase, sale or transfer of Port assets and property rights; conducts market analyses of real property and performs periodic renegotiation of rents.

5. Analyzes the financial qualifications of prospective tenants; receives, investigates and contributes to the resolution of tenant or public complaints; inspects and reviews tenancies for compliance with lease agreements, insurance requirements and other District policies; oversees tenant improvements, renovation projects and signage.

6. Prepares reports and drafts legal real estate documents; establishes and maintains a database of District real property within assigned area or projects.

7. Coordinates with and provides asset management information/assistance to other Port departments and outside agencies/organizations; responds to a variety of real estate inquiries from internal and external sources; represents the department in meetings with developers, contractors, consultants and officials from other jurisdictions.

3. Principles and practices of public administration, including purchasing, contracting and maintenance of public records.

4. Principles of negotiation.

5. Basic concepts and techniques of real estate appraisal; research techniques.

6. Federal, state and local laws, regulations and court decisions applicable to asset management and the Port's real estate programs/projects.

7. Principles and practices of sound business communication; real estate terminology.

8. Computer capabilities applicable to functional responsibilities.
