Clarke County is seeking a motivated individual to supervise benefit program specialists who determine eligibility for governmental assistance programs. The Benefit Programs Supervisor will train, lead, and develop staff as well as monitor program and delivery of services.

General work tasks include but not limited to:

- Provides administrative and programmatic supervision to staff
- Review plans to include quality assurance of case management services
- Develop written guidelines for the delivery of programs and services
- Assign caseloads to staff and workload management
- Coordinate and monitor staff activity
- Hold individual and group conferences to review cases and issues to recommend necessary action(s)
- Participate in recruitment and retention efforts of benefit program staff
- Work within appropriate rules, regulations, policies, and statutes to recommend disciplinary actions, transfers, promotions, and terminations of staff members
- Develop, implement, and monitor performance standards, plans and corrective action plans
- Represents the benefit program staff needs to the agency Director
- Prepare and implement internal operating policies and procedures
- Interpret regulations, policy, and other program information changes to staff
- Provide training and guidance to new employees in areas such as agency policies, department procedures, and agency or government regulations
- Determine staffing needs and make recommendations to the agency Director
- Maintains records and prepare regular and special reports
- Make decisions on complex cases or present the same for higher level action/consultation
- May authorize emergency assistance for applicants/recipients
- Serve as a liaison to other agencies and groups upon request
- Monitor program expenditures
- Meet with community groups to discuss programs and resources
- Develop and maintain cooperative relationships with community partners and private entities

Considerable knowledge of:

- Current social, economic, and health issues and trends
- Principles and practices of effective supervision
- Public assistance programs, policies, and regulations
- The literature in the field of eligibility determination
- Casework supervision principles and practices
- effective interviewing techniques

Skill in:

- Operating a personal computer and the associated office and agency software

Demonstrated ability to:

- Work effectively with others
- Work independently supervising and training others to deal effectively with the public
- Plan and manage work effectively
- Communicate effectively both orally and in writing
- Interpret laws, policies, and regulations and make good decisions based thereon
- Plan and supervise work activities, including service delivery, training, record keeping duties, and organizational operations
- Develop and maintain good working relationships with internal and external customers
- Evaluate financial assistance programs for effectiveness

Preferred Qualifications:
Experience in supervising or helping to supervise at least one public assistance program within a local department of social services

Bachelor’s degree in the human services field and human services program experience in a lead or supervisory capacity OR any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

Special Requirements:
Employee must be willing to assist in the operation of an emergency shelter in the event of a natural or man-made disaster or other crisis.

Special Instructions:
Pay: $39,948.00 - $65,000.00 per year
