This position is located Vacant Buildings and Housing Abatement, Strategic Code Enforcement, Department of Buildings. The mission of the Department of Buildings (DOB) is to protect the health, safety, economic interests, and quality of life of residents, businesses, and visitors in the District of Columbia by issuing permits, conducting inspections, enforcing building, housing, and safety codes, regulating land use and development.

As the Housing Rehabilitation Specialist, incumbent is responsible for developing statements of work for contractors to address violations of both the housing codes and vacant property maintenance standards of the city. Incumbent is also responsible for evaluating the performance of contractors to provide recommendations to the Program Manager for the approval of payment as well as the continued utilization of contractors for future assignments.

**DUTIES AND RESPONSIBILITIES**

Incumbent conducts inspections of premises to determine the extent of work necessary to correct deficiencies cited under the authority of the District's Housing Regulations and related building codes. Prepares preliminary and final work specifications for preparation of contracts and bids. Prepares drawings, when necessary to describe in detail housing code deficiencies and repairs necessary.

Develops cost estimates of repair and new construction required. Oversees and coordinates work crews under contract for the abatement of
deficiencies cited under the authority of the District's Housing Regulations and related building codes. Maintains an accurate inventory of supplies and equipment required by these work crews. Reviews the work of subordinate staff to ensure accuracy and conformity to construction practices, rules and regulations, and Departmental policies and procedures.

**QUALIFICATIONS AND EDUCATION**

Specialized experience is work that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

**LICENSES AND CERTIFICATIONS**

Must possess and maintain a valid driver's license.

IPMC Residential Housing Inspector Certification is required.

**WORKING CONDITIONS/ENVIRONMENT**

Normal safety precautions are observed when working in the office and conducting field inspections. Soil and mud may be encountered when yards, vacant land and exterior structures are inspected. The incumbent occasionally encounters dust, solid waste, water, vermin, and paraphernalia and/or persons using drugs or otherwise engaged in illegal activities.
