**Duties**:
**As a Marine Surveyor, you will**:

- Serve as the Contracting Officer’s Representative (COR) or Assistant Contracting Officer’s Representative (ACOR), for Ship Managers Contracts and General Agency Agreements (AA’s) in accordance with the terms and conditions delegated by the Point of Contact to Authorized Contracting Officer (PCO/ACO) in a Letter of Assignment.
- Provide technical evaluations of all potential contractors, including pre-contract surveys of facilities and technical capabilities of companies, and conducts post-contract evaluations, and assists in the resolution of shipyard disputes.
- Prepare maintenance and repair cost estimates to budget and allot funds appropriate for Maritime Academy State Training ships if assigned.
- Review input from Ship Manager/General Agents on repair cost estimates, vessel repair specifications, and Activation / operations/lay-up cost estimates.
- Determine the scope of work orders and monitor their execution, determine quality of service/products delivered under contract, monitor contract technical compliance, and receive and accept contract/agreement deliverables.

**CONDITIONS OF EMPLOYMENT**:

- **FINANCIAL DISCLOSURE**: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
- **PCS/RELOCATION/RECRUITMENT**: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
- **PROBATIONARY PERIOD**: You must complete a one-year probationary period (unless already completed).
- **TIME-IN-GRADE**:Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
- **DEU REQUIREMENTS**: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

**Qualifications**:

- preparing specifications, including estimates of labor and material costs, to cover work determined to be necessary as a result of surveys; and
- inspecting and accepting the work accomplished to place the vessel in the condition specified.

**For the GS-11**: On Experience,** you must have at least one year of experience, equal or equivalent to the GS-09 grade level**, **which included:

- **Experience assisting with conducting surveys on machinery, refrigeration, electrical equipment, hull equipment, and preservation of assigned ships to assess their condition and identify necessary repairs to meet regulatory standards.**:

- **Experience gathering information for overhaul or repair specifications, based on regulatory requirements, to support identifying required quality and quantity of materials and estimated man hours.**:

- **Experience in preparing status reports and findings of ship repair and maintenance.**

**For the GS-12**:On Experience,** you must have at least one year of experience, equal or equivalent to the GS-11 grade level**, **which included:

- **Experience inspecting ships undergoing repairs and other work involving commercial shipyard or marine repair facilities, ensuring compliance with specifications.**:

- **Experience with preparing dry dock schedules, cyclic maintenance requirements, and other marine maintenance planning.**:

- **Experience assisting with personnel matters related to marine maintenance, such as operations, maintenance, and supply.**

**For the GS-13**:On** **Experience,** you must have at least one year of experience, equal or equivalent to the GS-12 grade level**, **which included:

- **Experience maintaining and repairing ocean-going vessels, surveying, and inspecting such vessels for the purpose of classification appraisal, determinations of general conditions, and fitness for operations.**:

- **Experience in commercial marine surveying, shipboard engineering officer services,
