**Duties**:

- Provides overall direction, administrative management, and coordination for the NPSP and staff. Oversees establishment and maintenance of: policies and procedures, quality assurance, data collection and analysis, marketing and staff training for new parent educational and support programs that foster skill development, aid in the prevention of child abuse and promote good mental health.
- Establishes and implements the philosophy and vision of a coordinated community response to facilitate prevention of child abuse and neglect. Develops an intervention plan with clearly measurable goals for parents based on needs identified by the standard screening instrument, assessment tools, and clinical assessment in collaboration with the family.
- Oversees development of parent education programs. Oversees support services provided via home visits, in a classroom setting and conduct of clinical assessments of families and children receiving services and collaborates with related agencies to offer appropriate and necessary early intervention services to first-time parents and families at risk.
- Monitors project activities and resources to mitigate risks. Participates in phased, milestone and final program reviews. Identifies program documentation requirements or procedures. Develops and implements program marketing plans. Assesses program operations. Monitors progress toward organization goals, evaluates and makes adjustments to improve the program.
- Reviews proposed changes to program plans and project proposals to see that all statutory and regulatory requirements are met and to ensure that changes do not include provisions contrary to basic law. Identifies provisions clearly not consistent with federal requirements and recommends remedial action necessary to correct inadequacies.
- Coordinates and works closely with installation FAPM. Maintains extensive contact with other program managers and officials of other related agencies and organizations.
- Supervises employees to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action.

EVALUATIONS:
**Qualifications**:

- A Masters degree in social work, behavioral or social science or related discipline. Shall have a current, valid, unrestricted clinical license to practice social work or marriage and family therapy, or licensed Professional Counselor, independently, and at least 2 years of direct experience in child abuse and/or domestic abuse, or maternal and/or child health OR Registered Nurses with a bachelor's degree in nursing who provide nursing services as part of the NPSP shall have a current nonrestrictive U.S. nursing license to practice nursing; at least 2 years of direct experience in child abuse and/or domestic abuse, maternal and/or child health, community health, or mental health; and shall be supervised by an independent clinician.
- Knowledge of the military organizational mission, lifestyle, and situation that contributes to family stress, problems, and crisis situations. Familiarity with and skill to follow Department of Defense Instructions, Secretary of the Navy Instructions, Marine Corps Orders, federal and state human services laws and procedures that protect children.
- Skill to supervise qualified licensed mental health providers and registered nurses providing services for expectant parents, adoptive parents, or parents of children 0-5 years of age. Successfully complete a criminal history background check every five years.
