This position is located in the Office of Residential Inspections (ORI) of the Department of Buildings (DOB). ORI is responsible for the inspection of all buildings and structures within the District of Columbia to verify compliance with Property Maintenance and Construction codes and referenced standards as adopted by the District of Columbia. These include but are not limited to the International Building code, International Mechanical code, International Fire code, International Plumbing code, International Energy code, Americans with Disabilities Act, and the International Property Maintenance code. The mission of the District of Columbia Department of Buildings is to protect the safety of residents, businesses, and visitors and advance the development of the built environment through permitting, inspections, and code enforcement.

Incumbent in this position is responsible for performing the full range of work that involves ensuring that property owners or the representatives comply with housing and property maintenance codes. Assignments may entail working cooperatively with various other District inspection, compliance, and enforcement personnel to address issues in District of Columbia neighborhoods.

**Duties and Responsibilities**

Incumbent is responsible for performing the more complex inspections that involve ensuring that property owners or their representatives comply with housing and property maintenance codes. Incumbent inspects substandard housing conditions, trash and debris, illegal use of
property or premises, zoning and issues related to properties with inadequate heating and inadequate roofing protection, vermin infestation, lead based paint, etc. of residences in response to complaints and/or allegations from tenants of residential properties; homeowners; fire, police, and social services officials; and the public at large. May perform on-site inspections of foundations, framing, electrical, plumbing, mechanical systems, etc.

Incumbent issues Notices of Violation, Notices of Infraction, Correction Orders, or other enforcement documents to induce compliance with the codes and makes referrals (e.g. identification of health-related issues, problem trees on public space, potholes, broken streetlights/sidewalks, abandoned vehicles, tree limbs on power lines, or vacant lots) when corrective action work needs to be accomplished by another District agency. Refers Elevator and Boiler inspections to the appropriate specialty Inspector, as necessary.

**Qualifications and Education**

Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skill and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have must equivalent to at least the next lower grade level in the normal line of progression.

**Licenses and Certifications**

Must possess and maintain a Property Maintenance and Housing Inspector Certification relating to the International Code Council’s International Property Maintenance Code (IPMC).

Must possess and maintain one (1) of the following International Code Council Certifications: B1 - Residential Building Inspector; M1 -Residential Mechanical Inspector.

P1 - Residential Plumbing Inspector; E1 - Residential Electrical Inspector.

Must possess and maintain a valid driver's license.

**Working Conditions/Environment**

Some work is performed in an office which is adequately heated, lighted, and ventilated as well as in the field at residential properties. Otherwise, work is outside performing field inspections.

Field inspections may be performed in inclement weather, under adverse conditions, and in unusual places. Soil and mud may be encountered when yards, vacant land and exterior structures are inspected. The incumbent occasionally encounters dust, solid waste, flooded areas, contaminated water, mold, mildew, and vermin during inspections. Normal safety precautions must be observed at all times.

This position requires exposure to construction sites and the safety issues at each site. At many sites the incumbent is required to wear safety equipment such as a hard hat, safety vest, eye & hearing protection, and/or steel toe safety shoes.
