Oversees the daily operations and management of the Field Operations section of the Oil and Gas Division, including ten district offices and the state-funded and federally funded well plugging and site remediation programs. Leads a staff of over 300 employees, including ten district directors and a multidisciplinary team of professionals with backgrounds in various earth science, engineering, and geoscience fields, as well as support staff. Responsible for planning, executing, reviewing, and evaluating field inspections.

Performs advanced (senior-level) managerial work providing direction and guidance in operations and planning. Work involves establishing strategic goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and performance metrics for determining progress in meeting goals; coordinating and evaluating program activities; and reviewing and approving budgets. Plans, assigns, and supervises the work of others. Works under mínimal supervision, with extensive latitude for the use of initiative and independent judgment.

**Essential Job Duties**:

- Develops and establishes goals and objectives consistent with the agency’s strategic plan.
- Plans, develops, and approves schedules, priorities, and standards for achieving goals.
- Develops and implements techniques for evaluating program activities, monitors and evaluates policies and procedures; and directs performance activities.
- Develops budgets and monitors expenditures.
- Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
- Selects, trains, and evaluates job performance of members of the management team. Provides mentoring support for professional development of staff.
- Reviews and evaluates existing business processes and implements changes to improve operations and meet strategic objectives and state/federal requirements.
- Conducts comparative reviews of district office operations to identify and resolve unnecessary and inappropriate inconsistencies.
- Performs related work as assigned.

**Qualifications**

**Minimum Qualifications**:

- Graduation from an accredited four-year college or university with a bachelor’s degree in Engineering, Geosciences, or a closely related field. Experience and education may be substituted for each other.
- At least eight years of experience in the management or direction of a program or activity related to the oil and gas industry.
- Demonstrated leadership ability to develop and motivate technical and administrative staff.
- Five years of experience in oil and gas regulatory functions, rules, and procedures.
- Ability to work Monday-Friday, 8AM - 5PM with occasional flexible hours, overtime, weekends, and on-call duty.
- Position requires 10-15% travel with some overnight travel.
- Valid Texas Driver’s license and a good driving record.

**Preferred Qualifications**:

- Registration as a Professional Engineer (PE) or Professional Geoscientist (PG).

**Knowledge, Skills, and Abilities**:

- Knowledge of state and federal statutes and regulations concerning oil and gas drilling and production, including the Texas Administrative Code, Title 16, chapter 3; Texas Natural Resources Code, Title 3, Oil & Gas, subtitle A, chapter 81; and Texas Water Code.
- Skill in establishing plans and setting objectives and goals that support an overall business strategy.
- Skill in budget preparation and monitoring.
