As the Asset Maintenance Coordinator (DCA), you will ensure appropriate maintenance of leased facilities by identifying the maintenance responsibilities of tenants and other parties.

Asset Maintenance Coordinator (DCA)

Serves in the Work Control Center Division of the Engineering and Maintenance Department at Ronald Reagan Washington National Airport (DCA).

Personally, or through the Airports Authority shop personnel, or consultants, creates and implements operation and maintenance strategies and activities for facilities with tenants; makes assessments, and performs or coordinates inspections. May use Airports Authority Shops or consultants to assist with activities. Performs related functions.

GENERAL RESPONSIBILITIES

Manages and enforces tenant maintenance responsibilities for Airports Authority-owned and leased property based on contracts and lease agreements.

Reviews and identifies facility systems and equipment inventory information and maintenance requirements.

Inputs facility assets information into Maximo/Builder software and works with shop personnel to develop PM tasks and schedules.

Reviews equipment O&M manuals received for new facility assets and manages the Department’s O&M manual library.

Analyzes all costs directly related to asset maintenance history for life cycle tracking purposes.

Performs analysis of the effectiveness of associated maintenance program.

Works with the Office of Engineering to obtain necessary asset information on all newly installed equipment for inclusion into E&M's asset tracking program.

Develops maintenance matrices allocating responsibilities between tenants and the Airports Authority.

Conducts inspections to evaluate and report the condition of a facility and validate the corresponding inventory.

Monitors compliance with applicable regulatory requirements and coordinates approvals for tenant modifications to the Airports Authority's property.

Observes and recommends energy conservation measures for facilities.

Collaborates with engineers or skilled trades workers to troubleshoot failures in physical and operating characteristics of complex or specialized building systems.

Supports tenant changes. Assesses facilities for proper documentation of exiting tenant liabilities and for adequate fulfillment of landlord responsibilities for new tenants. Supports fit-out projects for new tenants and uses.

Implements temporary maintenance measures during periods without occupancy.

Documents and reviews facility requirements based on assessment results and customer feedback and makes recommendations on the adequacy of equipment for current needs, in support of overall life cycle planning.

Coordinates construction and repair projects to enhance or extend the life of leased properties.

Develops common use areas to enhance the ability to lease property.

Prepares budgets and written summaries of project requirements to be used in prioritization, funding requests, and statements of work.

Performs other duties as assigned.

QUALIFICATIONS

Five years of progressively responsible experience in facility maintenance or property management.

Knowledge of a variety of leasing arrangements and facilities maintenance contract processes and skill in interpreting contract and lease documents to identify maintenance responsibilities and recommend standard lease/contract language.

Knowledge of building systems, equipment, and general maintenance requirements and skill in identifying maintenance needs and conducting inspections of facilities and building systems.

Experience in the creation of asset records and PM tasks and schedules in a Computerized Maintenance Management System (CMMS) or Enterprise Asset Management (EAM) software system.

Skill in inspection techniques and use of inspection equipment to determine whether the physical and operating characteristics and overall condition of facilities and equipment are within acceptable standards, manufacturer specifications, or contractual requirements.

Ability to review, interpret, and use engineering drawings, trade schematics, and related documents and use them to work in collaboration with engineers and trades workers on facilities maintenance and improvement projects.

Ability to make detailed analyses of data and information and make recommendations.

Ability to speak and write effectively.

Skill in using a computer and modern office suite software, with emphasis on property maintenance and inventory systems.

PREFERRED QUALIFICATIONS

Facility Management Professional (FMP) Designation through IFMA or a comparable level of career specialty-focused training.

Experience using Maximo to create asset records and PM tasks and schedules.
