- The Feed, Fertilizer, and Livestock Drugs Regulatory Services Branch (FFLDRS) is recruiting to fill one (1) Environmental Scientist position located in Sacramento.
Assess, by using scientific methods and guidelines specified in the fertilizer regulations, the environmental benefit/impact of fertilizing material product labels in terms of its intended purpose, claims, and use.
- Review new and established analytical methods for plant nutrient testing, provided to obtain fertilizing material label registrations, to determine the accuracy and validity of the methods in relation to scientific principles and ensure minimization of contaminants in the environment.
- Analyze the plant nutrient results from commercial analytical testing laboratories to determine if product label guarantees are supported using guidelines outlined in the fertilizer laws and regulations.
- Compile comprehensive scientific literature, reviews, documents and reports for assessment of the suitability, efficacy, and environmental impact of fertilizing materials use and label claims.
- Prepare correspondences to fertilizer licensees in order to bring their fertilizing material product labels into compliance with fertilizer laws and regulations.
- Prepare draft policy letters and correspondence to fertilizer licensees, other state departments, and national organizations, such as the Association of American Plant Food Control Officials (AAPFCO), regarding fertilizing materials.
- Respond to inquiries from industry, by written correspondence or telephone, regarding issues related to product label registration and other general questions pertaining to fertilizing materials.
- Make oral presentations on fertilizing material products and the product label registration process at meetings and workshops.
- Meet with fertilizer licensees concerning environmental requirements on fertilizing material product labels to ensure all registered fertilizers comply with State laws and regulations.

Working Conditions

The duties of this position are primarily conducted indoors. The primary workstation is the incumbent’s alternate work location that is equipped with the necessary equipment, tools, and supplies to perform the duties of the position. Equipment supplied includes, but is not limited to, a mobile phone, a laptop computer with various software programs, and a multifunction print/scan/copy machine.

Travel in-state and out-of-state by air, car, or other transportation systems is occasionally required as necessary to meet and follow up with field staff, attend training, meet with local, state, and federal agencies and industry, and attend advisory board and committee meetings. Incumbent may be required to travel in severe weather.

Regular or recurring telework may occur as part of the employee’s ongoing regular schedule in accordance with CDFA’s Telework Policy.

- The Feed, Fertilizer, and Livestock Drugs Regulatory Services Branch (FFLDRS) assures the safety of fertilizer, feed, and food products for people and the environment by regulating sales, labeling, and distribution of fertilizing materials, livestock feed, and livestock drug products. The Fertilizing Materials Inspection Program (FMIP), is responsible for regulating the manufacturing and distribution of fertilizing materials in California, registration of fertilizing materials labels, and supporting research to advance the agronomic use of fertilizing materials while protecting the environment through the Fertilizer Research and Education Program (FREP).

- This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within thirty (30) days of appointment, on an annual basis, and upon vacating the position. The incumbent must complete an Ethics orientation training course within six months of assuming a Form 700 covered position, and every two (2) years thereafter, by December 31 of each numbered year.
