**COMMUNICATIONS DIRECTOR (Temporary)**

**Position Description**:
Responsible for planning and executing internal and external communication strategies to support organizational objectives, while building and maintaining the County’s ability to effectively communicate with its constituents. Recommends organizational decisions and strategies to ensure audience understanding and engagement. Develops communication plans and writes clear and compelling messages to reach audiences via print, electronic and social media channels. Participates in the development and execution of the county’s social media program to engage target audiences, showcase expertise and promote a positive county image. Develops probative public relations strategies and serves as media spokesperson. Writes press releases and speeches, preparing staff for interviews and speaking engagements. Develops effective workflow processes to ensure high quality communications are disseminated in a timely, efficient manner, both internally and externally. Serves as the lead champion of the County’s brand voice, guiding its implementation across all communication channels.

**Reporting Relationship**:Reports to the County Administrator, who in turn reports to the County Board.

**Summary of Responsibilities**:
1. Serves as a trusted communications advisor to County Board Chairman and leadership team, covering a wide range of issues and opportunities.

2. Manages the design, development and implementation of marketing programs to support organizational objectives.

3. Writes, reviews, and edits documentation for internal and public-facing print and electronic communications.

4. Ensures that all materials present a clear, unified and positive image for the organization and/or brand.

5. Develops, maintains, and publishes content to organization social media channels, maintains County website content.

6. Creates and manages communication plan and its dissemination during large scale events in collaboration with Administration, County Board Chairman, and other Emergency Response team members as applicable.

7. Provides training and education to employees on various communications and branding topics/initiatives.

8. Promotes County and community events and cultivates and enhances working relationships with the local media.

9. Prepares and disseminates press releases and executes and manages press conferences and events.

10. Coordinates County Surveys and measures effectiveness of communications.

11. Assists with Graphic Design work for departments when requested.

12. Maintains logo, photography, stock photography and other related libraries; manages making any updates to the libraries.

13. Creates and maintains document templates.

14. Performs all duties in accordance with County policies and procedures.

15. Performs other duties as required or assigned.

16. Regular attendance is required, overtime as needed/scheduled.

**Education and Experience**

▪ Bachelor’s degree in; Communications, Marketing, Journalism, English or related field.

▪ Knowledge, skills, and abilities to perform this job are typically acquired through a minimum of five years of previous communications and public relations experience.

▪ Superior written and verbal communication skills.

▪ Strong interpersonal and organizational skills required.

▪ Proven expertise in strategic communications, media relations and social media channel management.

▪ Adept at cultivating relationships, balancing competing priorities and managing input and approvals from multiple stakeholders.

▪ Strong attention to detail is required to ensure all communication are accurate, well-written, and audience appropriate.

▪ Must successfully pass criminal background check.

**Skills and Abilities**

▪ Sound judgement, a sense of urgency and strong follow-through skills on all responsibilities.

▪ Knowledge of standards, principles, practices, methods, and techniques of public personnel administration.

▪ Extensive knowledge of County policies, procedures, and practices.

▪ Considerable knowledge of local government organization and its departmental operating requirement.

▪ Knowledge of sound labor relations, practices, and techniques and labor negotiations methods.

▪ Ability to establish and maintain effective and professional working relationships with the public, other department heads, and governmental officials.

▪ Ability to analyze and prepare organizational and functional reports from search data.

▪ Knowledge of the County and department programs and policies.

▪ Ability to read and understand basic County and State policies and procedure of limited scope and difficulty.

▪ Ability to type accurately at a reasonable rate of speed.

▪ Ability to define problems and deal with a variety of situations.

▪ Ability to think quickly, maintain self-control, and adapt to stressful situations.

▪ Ability to maintain discretion regarding business-relate
