**Duties**:
As a Program Examiner GS-0301-11/12/13, your typical work assignments may include the following:

- Performs legislative, economic, management, financial management, procurement, information resources, regulatory, and organizational analyses.
- Advises OMB officials on planning the work of assigned program area. Points out issues and Problems that require attention. Develops and analyzes major policy issues, highlighting alternative approaches that might be taken to resolve problems, and makes and defends recommendations.
- Reviews and analyzes agency submissions, studies, research materials, and other information related to assigned areas. Synthesizes highly complex and voluminous materials.
- Serves as OMB expert for assigned program areas. Oversees, guides, and coordinates the formulation and execution of the budget in assigned areas. Develops, reviews, and advises on the preparation of formal documents (e.g., Executive Orders, budget submissions, program/policy guidance, reports).
- Advises OMB and agency officials. Arranges and chairs meetings and hearings. Prepares materials for the Director's review and the presentation of the President's budget, management agenda, or other related materials. Reviews, comments on, and leads negotiations on policy issues.
- Resolves major policy issues, and renders advice and assistance in the administration of operating guidelines, coordination of the division's efforts with other internal activities, and in communicating policies and priorities.
- Develops and recommends strategies for the approaches to improvement in the value and effectiveness of management systems, field administration, program operations, mid-range and strategic planning, and program evaluation. Determines the most efficient and cost-effective methods of management and program delivery services as well as an assessment of performance and results.
- Reviews major reorganization proposals, and studies personnel management and systems development in order to help develop and initiate long range plans and goals. Within assigned program areas, assists in the review and clearance of legislative proposals, testimony, and reports to Congress.

- The agency requires 30 days on site before being eligible to participate in the telework program.

**Qualifications**:
**ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.**

**SPECIALIZED EXPERIENCE**:Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

- **For the GS-11**:Applicants must meet at least **ONE** of the qualification requirements described under A, B, or C below:

- **A. **One year of specialized experience at the GS-09 grade level or equivalent grade level in the federal government or equivalent experience in the private sector:
- 2) conduct quantitative analyses to spot trends and identify techniques and resources which should be brought into analysis of issues being examined.
- 3) present ideas, conclusions and recommendations persuasively and effectively, both orally and in writing; and
- 4) work effectively in a fast-paced environment, often with competing and numerous tight deadlines.
- OR
- **B. **A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include law enforcement;
- OR
- **C.** A combination of education and experience as listed above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
- **For the GS-12**:One year of specialized experience at the GS-11 grade level or equivalent grade level in
