**Program Manager - GI Bill Outcome Measures**
**Position Description**:
As the manager of the GI Bill Outcome Measures Program, you will lead a team of highly skilled professionals in collaboration with knowledgeable Veterans Affairs stakeholders to deliver insightful and impactful research that assesses the impact of the GI Bill on the lives of veterans, their families, and those at VA that serve them. You and your team will seek to determine the return on investment of VA Education programs and help inform future legislation by identifying, obtaining, and analyzing data and using this information to publish reports on GI Bill populations. As the Program Manager, you are ultimately responsible for product management, team management, program finance management, and customer relationship management.
**Key Responsibilities**:
**Team Leadership**
- Provide guidance, support, mentorship, and direction to a team of 13 that includes experts in institutional research, data scientists, and data analysts.
- Manage a remote team, distributed throughout the country, fostering a collaborative and cohesive work environment.
- Serve as the liaison between the project team and government stakeholders.
- Take responsibility where final decisions are necessary.
**Program Facilitation**
- Plan the activities of your team on a quarterly and bi-weekly basis, using Agile methodologies, where focus is concentrated on the incremental milestones of each product and confidence in meeting delivery deadlines.
- Agile methodologies required to support this program include the ability to author user stories, determine the relative size of those stories and related efforts, determine your team’s capacity to complete assignments, and to plan your team’s work accordingly.
- Mentor your team as they manage Agile ceremonies like daily standups, sprint planning sessions, and retrospectives.
**Project Management**
- Maintain a project management document library, making changes when necessary to improve the program.
- Manage the financial aspect of the program, maintaining regular government funding and planning for the program’s future success.
- Assure that your program meets the requirements of regular audits and inspections both internal and external to the organization.
**Qualifications**:
- Demonstrated leadership and team management abilities, with the capacity to motivate and inspire a diverse and geographically distributed group of professionals.
- Proficiency and demonstrated experience in Agile program facilitation.
- 10+ years of experience - at least 5 of which in a role that requires planning, resource allocation, and risk management.
- Experience in a government setting preferred.
- Further experience in and knowledge of VA Education Benefits is beneficial, preferably with background and knowledge of data operations.
- Stakeholder engagement and relationship-building skills.
- Strategic thinking with the ability to align team efforts with customer goals.
- Communication skills, both written and verbal, with the ability to present complex information clearly and concisely to various stakeholders.
- Strong interpersonal skills, with the ability to build effective relationships with internal and external partners.
- Bachelor’s degree in a relevant field such as Public Administration, Business, or Education.
