Job Summary:
This position provides a high level of independent judgment, initiative, and expertise. Represents ADOT to a variety of external stakeholders. This position manages projects in the Broadband Office within the State Engineer's Office. Projects are related to standardization; telecommunication facilities and providers; rights-of-way and easements related to ADOT, local public agencies, federal, tribal, private, and railroads; geographic information systems (GIS) mapping and fiber optic inventory; broadband program administration; coordination with ADOT Traffic Systems Maintenance and Operations (TSM&O) Division; creation of trainings and presentations; maintaining databases; and administering varying legal agreements. This position assists the review and analysis of legislation, statutes, and rules for each program, and provides assistance to the Governor's Office, Sun Corridor Network, Arizona Commerce Authority, and ADOT Government Relations Office.

Job Duties:
Essential Duties and Responsibilities include but are not limited to:

- Meets with external and internal stakeholders. Attends meetings related to broadband. Provides analysis, administers, implements, and enforces the specific regulations, policies, guidelines, and business pertaining to Broadband including contracts, agreements and leases
- Establishes, standardizes and reviews processes for continuous improvement opportunities. Conducts process mapping, creates training, and builds effective presentations. Coordinates and communicates processes with stakeholders to ensure compliance and alignment with State and Agency goals
- Researches and analyzes data related to the broadband program to make decisions and provide recommendations. Ensure that information provided is clearly stated and adheres to legal and statutory requirements
- Coordinates with ADOT TSM&O Division on related projects
- Conduct site visits to determine effectiveness of programs and inspect permit work

Knowledge, Skills & Abilities (KSAs):
**Knowledge of**:

- Principles and practices of administration with emphasis on office management and business process
- Arizona Revised Statutes, Codes of Federal Regulation, and Federal Communications Commission (FCC) laws and regulations pertaining to telecommunications
- Fiber optics and wireless technology, and lease agreements
- Rights-of-Way, easements and underlying land ownership such as Bureau of Land Management (BLM), United States Geological Survey (USFS), Arizona State Land Department (ASLD), and Tribal Lands
- Principles and practices of the telecommunication and transportation industry, rights-of-way, procurement contracts, agreements and leases
- Software related to general administrative services, process mapping, data entry and storage, GIS mapping and visual dashboards
- Lean tools, continuous improvement, project management, meeting facilitation, and stakeholder management
