Under the direction of the Tax Administrator (TA) II, the TA I plans, organizes, directs, reviews, and evaluates the operations and activities of staff engaged in the collection of delinquent payroll taxes and broad compliance activities. The incumbent is responsible for the overall administration, integrity and maintenance of the collection program. The incumbent carries out the Area's mission to progressively manage the Accounts Receivable workloads to meet stated goals, while balancing the needs of internal and external customers, staff resources and workload priorities. The incumbent assists the Area Program Manager in a multitude of critical functions, workloads and processes. The incumbent actively participates as a leader and contributing member of the Collection Division management team for planning, organizing, and decision-making processes. The incumbent facilitates broad case management activities, report preparation, statistical data comparison and analysis, and a wide variety of administrative tasks. The incumbent works in collaboration with other members of the Area's management team as well as other divisions and provides leadership to staff to ensure effective coordination of all compliance work activities. The incumbent applies provisions of the California Unemployment Insurance Code (CUIC), Civil Code and other regulations, policies and procedures in the course of managing staff resources, workloads and processes.
This position is headquartered in Anaheim and may be eligible for telework under EDD's telework policy. California Government Code Section 14200 requires employees to reside in California to telecommute. Employees are required to report to their headquarters office, as needed. Travel expenses to and from the assigned headquarters are the responsibility of the employee.

Travel is required for training, hearings, or meetings, which may require overnight stays. Working in multiple locations may be required to oversee employees or to work with peers/upper management.
