**Description**:
Under the direction of the Accounting Manager or other assigned administrator, perform payroll accounting work involving the maintenance of varied payroll records for classified and certificated staff; act as major information source to management and District employees regarding payroll and retirement procedures, requirements, operations and records.

**Examples of Duties**:
ESSENTIAL DUTIES:
Assure compliance with County, IRS, State, Social Security, PERS and STRS rules and regulations.

Maintain strict payroll controls, schedules and deadlines.

Provide written and verbal information in response to STRS/PERS.

Review and audit retirement and payroll reports by verifying source documents, and performing necessary calculations; research discrepancies, correct as necessary; notify affected District employees and County Office personnel.

Prepare and process retirement documents including membership, separation, and disability, for STRS/PERS retirement systems.

Gather and analyze pertinent data to make appropriate recommendations for retirement membership and service reporting.

Coordinate problem resolution in areas of service credit, salary overpayments, retroactive pay, collection and refunding of mandatory contributions.

Reply to specific correspondence from the County Office and PERS/STRS State offices.

Verify and extend time cards; post to ledger from the time cards.

Compute gross salary and overtime earnings for classified and certificated staff; compute special payrolls as necessary; assure charges to proper budget accounts; enter data to update computer payroll data system.

Determine the correct payments of salary in accordance with payroll records; prepare periodic payrolls and proofs for accuracy; make changes or corrections as necessary.

Prepare individual pay warrants and segregate for distribution; communicate with Information Support Services regarding payroll changes.

Compute and summarize deductions such as withholding tax, retirement, insurance and maintenance records of deductions.

Respond to questions or complaints from employees requiring interpretation of laws, rules, regulations, union agreements, contracts and other documents governing District payroll.

Maintain records of individual earnings, deductions, sick leave and vacation allowances in use.

Respond to requests for employment verification.

Maintain various files related to work performed.

Determine retirement system rate of deduction for new employees and input enrollment and separation data as required.

Compile a variety of statistical reports relating to payroll operations.

Operate a variety of office equipment including a calculator and a computer and assigned software.

Compute annual vacation and sick leave allowances and payroll distribution by budget classification.

Compute payroll costs for budget purposes.

OTHER DUTIES:
Serve as an information resource to school and departmental personnel.

Perform other duties, related to the job, as assigned.

Principles and techniques involved in payroll preparation, monitoring and control.
Labor contracts and related characteristics.
District organization, operations, policies and objectives.
Bookkeeping principles and financial record-keeping practices used in making payroll reports in a system involving data processing.
Filing techniques.
Modern office practices, procedures and equipment.
Applicable laws, codes, rules and regulations related to assigned activities.
Operation of a computer and assigned software, including Excel and Word
Business math.
Payroll taxes and laws on wage garnishments.
Correct English usage, grammar, spelling, punctuation and vocabulary.
Oral and written communication skills.

ABILITY TO:
Maintain complex records, analyze data and prepare accurate reports.
Understand and follow oral and written instructions.
Operate a variety of office equipment including a computer and assigned software.
Add, subtract, multiply and divide quickly and accurately.

**Minimum Qualifications**:
Graduation from high school supplemented by college-level course work in accounting and two years payroll experience..
