**THE PROJECT**:
The Major Bridges P3 Initiative is part of the PennDOT Pathways Program, which is designed to bolster PennDOT’s ongoing effort to address the state’s growing backlog of replacement and rehabilitation needs for major bridges that are approaching the end of their useful life. By allowing for the use of a P3 delivery model, PennDOT will be able to replace or rehabilitate major bridges around the state more quickly, achieve significant savings for taxpayers, and minimize the impact on the traveling public.

The purpose of the Pennsylvania Major Bridges Project is to deliver infrastructure improvements focusing on the rehabilitation and replacement of nine major bridges (and associated roadways) across the Commonwealth. Upon completion, it is estimated to be over $2B.

The Bridging Pennsylvania Constructors team is led jointly by S&B USA Construction and FCC. The consortium members have a 20-year long track record of successful project delivery with PennDOT, having worked in all PennDOT districts.

**JOB SUMMARY**:

- Will lead the commercial issues during preconstruction and delivery of the project, and, under the direction of and in coordination with the Project Director, act as the main point of contact with the client and lead designer for commercial matters.
- Will review the development, implementation, and management of the PDA and subsequent agreements to ensure contract requirements are duly followed.
- Is a highly experienced and personable leader with strong commercial skills, excellent strategic networking skills, capable of understanding and working across all elements of the project from technical to commercial.
- Will be require to be an effective communicator in English and with a good understanding of the transportation sector and business culture in Pennsylvania.
- Must be collegiate and possess good ‘soft’ skills to lead and persuade a diverse group of individuals to deliver both PDA design work and subsequent agreements in a timely and efficient manner.
- Will work collaboratively with other team members to achieve goals, ask for inputs by valuing others’ ideas and expertise, and support and acts in accordance with final decisions, even when such decisions may not entirely reflect own position.
- Must have the experience and capacity to deliver commercial support for large scale, highly important road construction projects involving complex technical issues.

**ESSENTIAL DUTIES AND RESPONSIBILITIES**:

- Ensure compliance with the PDA and subsequent agreements’ contractual terms.
- Support the executive and legal teams in the drafting and negotiation of agreements, change orders, subcontracts, and other related documents.
- Review and approve all relevant correspondence to client, subcontractors, and consultants.
- Provide briefings on key contract terms.
- Regular reporting on specific commercial and contractual elements of the project.
- Provide support to the implementation of and, eventually, use of the client chosen contract management platform (E-Builder).
- Ensure the appropriate training is in place for the use of the contract management platform.
- Establish an audit process to ensure all records are kept accurately and in a timely manner.
- Work closely with the Project Controls Manager, the Design Manager and the Construction Manager to ensure effective management of the project schedule, in compliance with the PDA and subsequent agreements terms, including regular updates.
- Identify and ensure insurable events are notified, when required.
- Monitor and support the change order management process, including preparation and updating of the change order register.
- Monitor and support the claim management process, including preparation and updating of the claims register.
- Provide support to the updates of the project risks and opportunities matrix.
- Participate in project progress meetings, internal and with the client.
- Identify opportunities to generate value in the project or to recover unexpected, incurred costs due to unforeseen circumstances.
- Participate in all actions related to the claims management process, and coordinate with the executive and legal teams all actions related to the claims management process.
- Ensure all claim-related documentation such as correspondence, meeting minutes, records, etc. is collected and stored accurately and in a timely manner.
