**FISCAL SERVICES SUPERVISOR**

**DEFINITION**

Under general supervision of the Director of Fiscal Services, plans, coordinates, and oversees a wide variety of accounting and budgetary activities; performs complex budgeting responsibilities including the preparation and monitoring of the District’s consolidated budget and multiyear projections; performs fiscal analysis related to budget and financial management; assists in developing the District’s long-range and short-range financial plans; prepares complex accounting records and financial reports for the District and federal, State and County agencies; performs varied professional-level accounting work according to District policies and other legal guidelines; and trains, supervises and evaluates the performance of assigned personnel.

**TYPICAL DUTIES**

Coordinates and oversees fiscal services operations and activities as assigned; plans and supervises accounting operations and staff; plans and executes complex projects with fiscal staff; supports the Director of Fiscal Services with special projects, as assigned.

Assists in the development and implementation of the District's budget strategy, policies and goals in conjunction with the long-range financial plan; assists with theassessment of the impact of the long-range financial plan on District operations; translates the long-range plan into the annual budget.

Ensures the timely and accurate processing of payments for the purchase of District goods and services, reviews or prepares bank reconciliations; maintains the District general ledger by preparing or overseeing the preparation of journal entries for auditor transfer, deposit permits, County journal vouchers and inter-fund transfers; coordinates general ledger reconciliation; clears District suspense accounts, including researching issues, correcting coding and preparing entries; reconciles and balances a variety of general ledger accounts; oversees and audits year-end accruals of current liabilities related to accounts payable and accounts receivable; and ensures the timely and responsible closing of accounts.

Analyzes cost and operational impacts of legal requirements, policy changes, management decisions, and potential labor agreements; analyzes costs of multiple proposals and compares financing alternatives for capital acquisitions; and develops replacement schedules and financial impacts of major capital equipment and component purchases.

Selects, trains, supervises and evaluates assigned staff; adjusts workloads and assignments to meet established timelines; and supervises, and evaluates accounting department employees.

Maintains the integrity of the approved District budget by reviewing and balancing financial data and accounting for monies spent; identifies budget concerns and potential overruns and makes recommendations regarding action needed; and develops complex budgetary and financial reports and spreadsheets in accordance with State criteria and standards, District administrative requests, and federal and County requirements.

Assists with developing and preparingmulti-year projections; analyzes and interprets for administration the impacts and implications of plans and projections; and computes supply, staffing and other formula allocations for sites based on attendance data.

Develops and prepares a variety of documentation and reports for District administrators, Board presentations, auditors, State and federal agencies, and various District and County departments; reviews and verifies accounting data and documents to ensure accuracy and completeness; prepares and submits financial records and reports on behalf of the District in accordance with local, State and federal regulations and requirements; ensures the maintenance of required records, files, and documents for the proper documentation of accounts payable, student body funds or other assigned accounting functions; and interprets, applies and explains laws, rules, regulations and contracts.

Assists in development of District-wide internal auditing program.

Works closely with administrators in the formulation, development and maintenance of their annual budgets; oversees the allocation of categorical funds; ensures the maintenance of required records, files, and documents for audit trails; analyzes, verifies, compiles and inputs school, program and department budget requests and maintains related records; and identifies budget concerns and potential overruns and makes recommendations regarding action needed.

Communicates with District and County personnel and administrators to resolve problems, correct errors and obtain authorizations; coordinates accounting activities with payroll, budget, computer services and other departments as needed; provides technical expertise to site and District office personnel regarding accounting procedures, regulations and legal requirements.
