**Position Summary**

The OA/CTS Project Manager is responsible for the oversight and administration of the outreach/admissions and career transition services components in compliance with Job Corps contract goals.

**Essential Functions**
- Develops and executes the center’s Outreach/Admissions and Public Information Plan in compliance with the Policy and Requirements Handbook (PRH) to ensure contract arrival goals are met, identifies and develops beneficial partnerships, establishes methods of coordination with community and workforce stakeholders, and publicizes the Job Corps program.
- Oversees The Quality Control Specialist to ensure clerical functions are provided and to ensure required folder documentation for newly assigned Job Corps students is received prior to student arrival and engages with new students to prepare them for enrollment.
- Provides staff training and development, monitors departmental budget, and designs and implements new policies and procedures as needed to maintain quality performance.
- Develops and monitors monthly arrival goals for outreach staff to meet overall contract goals and provides appropriate incentives.
- Maintains a regular outreach schedule and works cooperatively with schools, social service agencies including those that serve foster care and homeless youth, youth programs, community centers, state vocational rehabilitation agencies, and other appropriate organizations, to promote referral of applicants who are eligible to participate in the Job Corps program.
- Provides a leadership role in coordinating the center’s workforce and community relations councils to promote program interest and create beneficial alliances.
- Develop and maintain marketing materials in cooperation with the Job Corps marketing contractor and Strategix, including print and social media and public service announcements, to promote a positive program image and attract eligible youth.
- Works collaboratively with center management to plan for arrival needs and ensures a sufficient supply of applicant folders are submitted to maintain contracted onboard strength (OBS) levels.
- Monitors Job Corps outreach systems daily to respond to referred applicants and assign to appropriate staff for follow up.me.
- Develops and executes the center’s Career Transition Period Plan in compliance with the PRH to ensure placement goals are met and to provide assignees with individuals transition services.
- Develops and monitors monthly placement goals for CTS staff to meet overall contract goals and provides appropriate incentives.
- Ensures coordination with One-Stop Career Centers/American Job Centers, National Training Contractors (NTCs), and other post-center support providers to meet the post-center needs of assignees.
- Assigns job development quotas, maintains a job bank, and surveys employers to meet placement goals and ensure Job Corps is responsive to local employer needs.
- Audits Job Corps system case notes monthly to ensure assignees are contacted monthly and that career transition services are being rendered in compliance with the PRH; provides corrective action as necessary.
- May utilize GSA vehicles to transport students to off-site learning and employment opportunities, appointments, and as needed for retrievals and other center-related needs.
- Provides on-call center support as warranted.
- Maintains strict compliance with data integrity standards in submitting placement verification documents and approving placement data in the Job Corps CTS system

**Qualifications and Experience Minimum**

Bachelor’s degree in human services, psychology, counseling, education, social science, business, communications, or closely related field and two years of related supervisor experience or Associate’s degree in a closely related field and four years of supervisor experience. Experience may be with Job Corps or other youth development programs. Excellent verbal and written communication, presentation, and public speaking skills. Ability to motivate and inspire students. Information technology proficiency including MS Office. Unless waived by management, a valid driver's license in the state of employment with an acceptable driving record is required. Willingness to provide on-call center support as warranted.

Bachelor’s degree in related field and four years of related supervisory experience.
