Principal Crime Analyst

**Salary**: $58,131.65 (min) to $68,176.03 (max) annual
Union: Ordinance, non-union
Schedule: 35 hours per week
SUMMARY Performs extensive quantitative and qualitative research on a wide range of crime related issues. The Analyst will work in partnership with Sector Commanders, Patrol, and District Response Officers to identify problem places and/or people for the Case of Places strategy. The Analyst will be responsible Scanning, Analysis, Response and Assessment (SARA) relative to these high-crime places or crime generating people. The Analyst will be responsible for the documentation, database management, and dissemination of all crime information in their area of responsibility. Tactical Analysis will be the primary focus of this position, directed towards the development of patrol priorities and deployment of resources. The Analyst will consistently conduct temporal and spatial analysis of Calls, Incident and Arrest data. Analysts will in addition contribute to the grant writing process and perform related duties as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may
be assigned.
- Ability to identify existing/evolving crime patterns; increase cases cleared by arrest;
provide operational data for patrol; furnish support data to crime prevention and
community policing initiatives and provide trend data for planning and budgeting.
- Obtain an understanding of the social, crime and demographic data on the city-wide,
community and street levels.
- Assess, design and/or acquire progressive crime/information gathering, tracking and
analytical tools.
- Utilize Computer Aided Dispatch (CAD), incident, and arrest data for daily, weekly,
monthly, quarterly, and annual crime reports. Review daily crime information (including
active warrants, corrections release and parole hearing information) and prepare crime
bulletins.
- Ability to conduct spatial and temporal analysis of crime data in order to determine time of-day and day-of-week probabilities.
- Working knowledge of GIS software (ArcView). Ability to conduct hotspot and nearest
neighbor analysis for the detection of crime concentrations. Employ descriptive and
inferential statistical models within a GIS context.
- Develop and employ quality control measures for report completeness and accuracy.
- Brief Command Staff on a bi-weekly basis during Compstat meetings: a forum for the
provision of accurate and timely crime data, the design of effective tactics, the
coordination and deployment of resources, and rigorous follow-up and assessment.
- Ability to present data to various city organizations and units within the department.

The position requires experience in the data analysis, problem solving, research methods, theory, and statistics, preferably in a law enforcement capacity, including the ability to conduct complex statistical and analytical studies. The analyst must be able to analyze data, develop and deliver presentations, write reports, research and work independently, think objectively, have good interpersonal skills, and exhibit sound and accurate judgement. The position further requires excellent communication skills and the ability to establish and maintain effective working relationships as well as the ability to work with and display sensitivity towards diverse groups of people.
EDUCATION and/or EXPERIENCE
A Bachelor’s degree in Criminal Justice, Public Administration, Computer Science, Math or
closely related field required. Four years of experience with law enforcement is preferred.
A Certified Crime and Intelligence Analyst is preferred. Extensive knowledge of social research
methods geared to the design of research formats, including how to sample, collect and code data
on different issues, manage databases, develop and coordinate research phases and conduct
quantitative and statistical analysis on collected data. Extensive experience in using Microsoft
Word, Excel, Access and SPSS for Windows software; working knowledge of GIS software.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance
instructions, and procedure manuals. Ability to write routine reports and correspondence.
Ability to speak effectively before groups of customers or employees of organization.
