**_This position is currently open only to members of _**_WSSC_**_ Water’s Police Department_**_._

The **Investigations Commander** performs and supervises the activities of investigators who conduct criminal, civil and administrative investigations involving WSSC Water employees, the general public involved with the Commission, or WSSC Water property assets.**Essential Functions**
- Conducts highly sensitive investigations
- Supervises the Internal Investigations Section
- Develops and oversees the implementation of crime prevention programs
- Coordinates testimony and testifies in the courts of the State of Maryland and WSSC Water administrative hearings
- Supervises and coordinates background investigations of potential WSSC Water employees, contractors, and persons/business entities seeking access to WSSC Water infrastructure data
- Responds to and coordinates the response to crime scenes when necessary
- Researches, develops and assists in the implementation of administrative procedures affecting the Police & Homeland Security Division
- Serves as liaison with utility investigators, federal, state, and local law enforcement agencies
- Prepares routine and specific correspondence for the Director, Police & Homeland Security and Division Manager, Chief of Police
- Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
- Drives a vehicle to conduct WSSC Water business

**Other Functions**
- Recommends civil and criminal prosecutions
- Reviews and completes technical reports as required
- Reviews and refers security matters to the General Counsel’s Office when necessary
- Reviews proposed legislation and provides verbal and written comments to the Division Manager, Chief of Police
- Reviews reports and correspondence prepared by Internal Investigations staff
- Performs related duties as assigned

- Thorough knowledge of the principles and practices of investigations and local and state law enforcement practices
- Ability to testify effectively in the courts of the State of Maryland and WSSC Water administrative hearings
- Ability to protect sources of confidential information
- Thorough knowledge of Maryland criminal, motor vehicle and civil law
- Ability to conduct interviews of suspects and witnesses
- Ability to work with mínimal direct supervision
- Ability to establish and maintain effective partnerships and working relationships with utility investigators, federal, state, and local law enforcement officials
- Ability to perform professional and technical research and to give reliable advice based on the research
- Ability to establish an effective working relationship with all levels of WSSC Water management
- Ability to write effectively

**Minimum Education, Experience Requirements**
- High School diploma (or equivalent)
- 8+ years experience in police work
- 1+ year supervisory experience
