**Duties**:

- You will serve as an INSTALLATION ENERGY MANAGER (ENGINEERING TECHNICIAN (ELECTRICAL)) in the UTILITIES AND ENERGY MANAGEMENT
- You will recommend funding strategies and bundling of projects for execution and collaborates with others to develop acquisition strategies.
- You will prepare and evaluate installation energy metrics and conducts briefings to a wide range of people and diverse audiences.
- You will develop energy plans, policies, and directives based on energy plans and goals.
- You will develop and oversee the Building Energy Monitor program, including providing training and guidance.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a bargaining unit position.
- You will be required to obtain and maintain a current registration as a Certified Energy Manager (CEM) within 24 months of appointment.
- Secret security clearance will be based on a T3 or T3R Personnel Security Investigation (PSI) in the performance of the duties of this position, every 10 years.

**Qualifications**:

- Your resume must also demonstrate at least one year of specialized experience at or equivalent to th**e GS-11** grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing energy SME support, including Measurement and Verification planning and validation, during design, construction, and performance for energy projects; 2) Coordinating, conducting, and tracking installation energy audits and insures audit results are used in energy project development; 3) Developing, organizing and overseeing installation energy awareness campaigns; 4)Supporting installation leadership in complying with energy and water mandates and achieving reduction goals.
- Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:

- Planner and estimator who analyzed designs for production purposes.
- Instrument maker or model maker who performed design or development work on devices fabricated.
- Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

**Additional information**:
This position is covered by the Department of Defense Priority Placement Program.
