**DUTIES/RESPONSIBILITIES**:
Conduct on-site, scheduled, and unannounced inspections of industrial and commercial firms including firms with a high degree of complexity such as hazardous waste treatment facilities, electroplating/metal finishing facilities, chemical manufacturers, etc., to ensure compliance with Narragansett Bay Commission (NBC), DEM and Federal EPA rules and regulations. Prepare and issue Wastewater Discharge Permits, correspondence/reports. Review analytical data/sample results and user pretreatment, process, operations, and spill control plans. Perform complex engineering calculations. Use independent judgement to perform routine on-site compliance and monitoring inspections of industrial and commercial facilities to ensure compliance with NBC & regulatory requirements and permit parameters. Impose regulatory requirements to ensure compliance with NBC Rules & Regulations and the Pretreatment Permit such as the submittal of process, pretreatment, spill control, and toxic organic/ solvent management plans and reporting requirements. Ensure corrective action is taken by users when deficiencies have been noted. Conduct emergency/special investigations by responding to reports of spills, illegal discharges, unusual influent, to ensure protection of NBC facilities and the general public. Remain on call on a 24-hour basis via an NBC issued cell phone to respond in person to emergencies. Act as a point of contact between NBC and industrial and commercial facilities. Respond to user correspondence, technical inquiries and/or complaints in a timely, accurate, and diplomatic manner fostering user compliance and education/knowledge. Determine the need for and prepare permits that establish limitations and requirements for industrial and commercial wastewater discharges. Issue Notices of Violation letters for all instances of non-compliance as required and notify the Pretreatment Manager and Assistant Pretreatment Manager of recommended escalated enforcement when needed. Monitor user compliance efforts. Provide thorough and accurate documentation of inspections and investigations performed. As required, prepare and present expert witness testimony at court hearings/trials. Maintain accurate and timely records/computerized database of all activities performed including inspections, samples collected, instrument calibrations, calculations performed, correspondence/technical reports/recommendations/violations written etc. Promote and educate company and municipal officials on various NBC projects and programs. Educate permitted industrial and commercial users on the impacts of Emerging Contaminants compounds on the NBC infrastructure and processes. Keep up with changes to EPA regulations and RIPDES permit requirements and be able to educate industrial and commercial users on these changes and how they impact businesses. Maintain and calibrate instruments used for Pretreatment activities. Analyze, extract data, and issues technical reports as needed. Provide selected supervisor duties during the temporary absence of the Pretreatment Manager and Assistant Pretreatment Manager. Provide technical advice, assistance and support to other NBC sections as required. Work with all applicable Federal, State & Local regulatory agencies (DEM, EPA, DOH, fire/building officials, etc.) to ensure proper coordination of activities. Maintain training standards/certificates such as HAZMAT, confined space entry, spill prevention response etc. Perform other duties as assigned, within skill and experience capabilities_._

**EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS**:
**EDUCATION/ EXPERIENCE**: Graduation from a four-year technical college with a Bachelor of Science degree in Chemical or Environmental Engineering or a Bachelor of Science degree in Environmental Science, Chemistry or Biology with a minimum of 5 years of experience in an Industrial Pretreatment Program. Previous experience in industrial processing (i.e. chemical manufacturing, electroplating/metal finishing, têxtile manufacturing, etc.) and/or designing/operating wastewater pretreatment systems is desirable.

**Job Knowledge, Skills, and Abilities**: Thorough knowledge of EPA/NBC approved wastewater pretreatment operations and inspection and testing procedures. Excellent written communication skills, mathematical skills and organizational skills required. Must possess excellent interpersonal and customer service-related skills.
