**LEHIGH COUNTY JAIL - DEPARTMENT OF CORRECTIONS**

**Rate**:$81,931 TO $106,891

**Status**:Full Time

**GENERAL DEFINITION**:
This is professional, administrative and supervisory work in a jail setting, including oversight of supervisory, line-professional, and clerical support staff, and coordination of the treatment mission with that of the custody section.

An employee in this position exercises direct administrative authority over all treatment staff and functions of the jail. He/she plans, organizes and directs numerous, complex and diverse programs of classification, social services (including casework; counseling), and classroom education for inmates, coordinating provision of said services with applicable security policies, practices and standards, and with applicable law. An employee in this position consults with, or assists, the Jail Warden in long-range strategic planning and acute-response strategy and tactics; consults and collaborates with the Deputy Warden for Security in coordinating treatment, education, security, and other jail services; and reports to the Jail Warden, some or all of whose duties he/she may assume in the Warden's absence.

**POSITION DUTIES AND RESPONSIBILITIES**:

- Creates and directs short-term and long-term plans for optimal space utilization to address ever changing jail population trends, and reviews plans for programmatic or structural enhancement of the jail.
- Plans, organizes, and directs operational services and counseling, education and religious
- volunteers and programming, and the in-house inmate work programs.
- Organizes and directs line classification/treatment staff in classification of, and planning and provision of services for inmates including, but not limited to, those with extraordinary needs.
- Acts as liaison with outside social service, educational, and community-based agencies.
- Oversees the services, schedules and materials necessary for inmate access to courts.
- Reviews pertinent elements of staff training programs prepared by the Training Lieutenant, consulting in matters of classification, inmate disciplinary procedures, treatment, education, and religious rights and services.
- Counsels and initiates discipline of Treatment staff in accordance with facility, department and County policy directives.
- Collaborates with Deputy Warden for Security, District Attorney's Office, or other authorized persons in investigations of complaints of inmate and/or other interested persons.
- Assists Jail Warden in liaison with Judges, District Attorney, Public Defender, U.S. Marshal, law-enforcement agencies and other criminal justice organizations. Ensures effective liaison in scheduling Treatment staff's hearing and trial appearances.
- Monitors provision of medical care through a contracted vendor, and assists, advises and collaborates with the medical care provider to coordinate in-house and/or community-based services for inmates' mental health needs and post-release planning.

**REQUIRED KNOWLEDGE, SKILLS AND ABILITIES**:

- Knowledge of principles and practices of modern corrections.
- Knowledge of principles and practices of modern social services/counseling/case management.
- Knowledge of local and regional social services providers, community-based agencies and organizations, and educational and treatment facilities.
- Skill in established, modern counseling modalities.
- Skill in coordinating the reciprocal agendas of treatment and security.
- Ability to communicate clearly, orally, and in writing and understand and carry out complex oral and written instructions.
- Ability to assess and report extraordinary events and emergencies in a timely and accurate manner orally and in writing.
- Ability to establish and sustain prescribed confidentiality and exercise independent judgment, within stipulated bounds.
- Ability to work efficiently and accurately, in an inherently stressful environment, with occasionally irregular work hours.
- Ability to establish effective work relationships with superiors; peers; subordinates; law-enforcement and other criminal justice professionals; inmates and their families; advocates; elected and appointed officials of Federal, State and local government; social-service providers and community-based organizations; educational and religious institutions; and other interested persons.
- Completion of a Bachelor's degree program, with major course work in criminal justice, social service, or related field.
- Seven (7) years-experience in jail-based treatment/human services (including five (5) years experience in administration and supervision of jail-based treatment/human services).
