**Duties**:
**As an IT Specialist (INFOSEC), you will perform the following duties**:

- Provide direct input into the development and publication of the System Security Plan (SSP) and associated policies that support the SSP. Interpret, develop, recommend, evaluate effectiveness of, and disseminate policy and guidance on information security requirements. Ensure thorough oversight, administration, and control that all Information Technology (IT) devices and networks connecting to networks are operational and secure. Provide management, technical operation, performance monitoring, analysis, and evaluative oversight duties related to classified, sensitive, and unclassified networks and systems.
- Develop, publish, and implement local policy and procedure meeting all established Federal and Agency policy. Validate policies to ensure fixes do not negate current security measures or previously applied definitions. Assist office in developing high-visibility, one-of-a-kind technical solutions and assigns technical resources when needed.
- Oversee the Authorization and Assessment (A and A) process. Develop required documentation, and ensures compliance with Authority to Operate (ATO) requirements. Maintain system security documentation and keep abreast of latest developments in hardware and software security and approved IT security tools.
- Ensure all Information Security equipment and software within the area of responsibility are properly certified and accredited in accordance with regulation and configuration management policies and practices prior to installing, developing, beta testing, or procuring. Oversee the assigned network ensuring all aspects are implemented, accepted and approved by the appropriate authority.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZP-4 is equivalent to the GS-13/14.

**NOTE**:

- A one year probationary period may be required.
- Payment of relocation expenses **is not** authorized.

**Qualifications**:

- For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. **SPECIALIZED EXPERIENCE**:Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
- Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
