Project QA Superintendent (QAS)

The ELOCEN Group, LLC is a small minority woman-owned company that is a Program and Project Management provider in the built environment with a focus on Federal & Local Government and Commercial facility projects. Our service offerings include: Construction Management, Design Management, Information Technology, Facilities & Logistics Integration.

**Summary of Position**:
The Project QA Superintendent (QAS) has years of experience assuring quality of commercial and/or government new construction and renovation in programs, varying in scale and complexity, with capital budgets exceeding $25 million annually.

**Primary Responsibilities**:
The ELOCEN Group, LLC is a small minority woman-owned Prince George’s County based business that are Program and Project Management providers in the built environment with a focus on Federal & Local Government and Commercial facility projects. Our services offerings include: Construction Management, Design Management, Information Technology, Facilities & Logistics Integration.

**Primary Responsibilities**:
1. Monitor and inspect day-to-day construction activities.

2. Interpret construction documents, codes and technical submissions to verify conformance with contract and regulatory requirements.

3. Verify conformance of materials and equipment with approved shop drawings/submittals.

4. Coordinate construction activities with security and building operations departments, including but not limited to access for contractors, OGC vendors, etc. in the completion of work under CPFMD projects.

5. Assist QM and QAs document and resolution of field issues.

6. Maintain awareness of clarifications and changes affecting work in progress

7. Oversee specialized testing and inspections.

8. Prepare daily observation/inspection reports and maintain accurate records of tests and inspections.

9. Monitor work performance and document variations from established schedules.

10. Assist in the evaluation of change order proposals.

11. Assist in the evaluation of contractor payment requisitions.

12. Monitor contractor work practices for conformance with site safety requirements.

13. Ensure that work meets the requirements of government regulations and codes, customer expectations, contract requirements and technical specifications, and company quality standards.

14. Ensure that subcontractors and suppliers begin work in accordance with the company’s start-work policies.

15. Ensure that subcontractors and suppliers receive a notice to work only when conditions will not adversely affect quality results.

16. Conduct quality inspections and tests, and record findings.

17. Accurately assess subcontractor quality and on-time performance.

18. Ensure that quality standards are achieved before approving subcontractor or work crew completion of work.

19. Plan project quality controls and implement and manage all phases of quality control.

20. Communicate project-specific quality requirements to all affected departments, subcontractors and suppliers, and customers

21. Ensure that everyone follows the quality plan and monitors progress of activities.

22. Act as the liaison with parties outside the company on matters relating to quality

23. Report to senior management on quality-related performance, including needed improvements.

24. Review and approve all project quality system records.

25. Review and approve project quality-related contract submittals.

26. Manage all project inspection and quality control activities.

27. Manage corrective actions and resolve quality nonconformances.

28. Represent ELOCEN, as requested, at industry-related organizations/events.

**Minimum Qualifications (Education, Experience, Skills)**:
1. Degree in quality management or engineering or a related field in lieu of a degree, at least twelve (12) years of field experience and professional credentials in the commercial or government building industry. Supervisory experience in the construction trades will be considered.

2. At least ten (10) years of experience assuring quality of commercial and/or government new construction and renovation in programs varying in scale and complexity with capital budgets exceeding $25 million annually.

3. Preferred credentials are as follows:

- OSHA 30-hour certificate preferred
- Certified Construction Quality Manager for Contractors (CQM-C) certificate of completion or similar preferred.
- CCM® professional credential required
- LEED AP® BD+C professional credentials preferred
