The California Air Resources Board (CARB) is seeking a motivated and experienced professional to work in the Mobile Source Control Division (MSCD) to support the design and implementation of MSCD's innovative and groundbreaking programs, including, but not limited to, regulatory and incentive programs. CARB is a nationally and internationally recognized leader in air pollution control, establishing innovative and dynamic programs to protect and improve air quality for the citizens of California. MSCD develops regulations and incentive programs to reduce emissions of smog-forming pollutants, greenhouse gases, and toxics from on-road and off-road mobile sources. The focus of the division is primarily on heavy-duty engines, vehicles, and equipment. Strategies focus on reducing emissions from the in-use fleet, and on development and commercialization of advanced and zero-emissions technologies.

We are seeking a Air Pollution Specialist (APS) to to ensure that MSCD regulatory and complementary incentives programs are implemented in a coordinated manner to further CARB's mission and goals. This includes programs such as the Advanced Clean Fleets, Low NOx Omnibus, Advanced Clean Trucks, Heavy-Duty Inspection and Maintenance, Zero-Emission Shuttle Bus, Off-Road, and Innovative Clean Transit regulations as well as future regulations. This position will collaborate with the MSCD Division Chief, Assistant Division Chiefs, branch chiefs, managers, technical staff, and other CARB divisions to provide policy and technical recommendations on regulatory program design and implementation. The position will take a lead role communicating information about MSCD policies to a variety of audiences through different media including written documents, presentations, press releases, websites, and other means. Additionally, the position will take on special projects working directly with CARB management. The position requires close interaction and teamwork with a variety of internal and external stakeholders, including other CARB divisions, government agencies, policymakers, industry, environmental organizations, and the public to support CARB’s clean air goals. The APS may also represent the agency in various joint operations, speak before groups, answer inquiries, and prepare reports and correspondence.
