**Position Overview**

The Office of Schools is responsible for effective management, operation and achievement of schools and provides leadership to principals, administrators, and teachers to ensure academic excellence for all students.

**Divisions/Teams**
- **Instructional Superintendents**: are responsible for managing (1) the leadership of their assigned schools, (2) the performance of their assigned schools, and (3) the operations of their assigned schools. The core focus of the Instructional Superintendents is to ensure that high-quality instruction is delivered in their schools, by continually assessing the quality of curriculum, instruction, and assessment at the school level.
- ** Early Stages**: works exclusively with children ages 2 years 8 months through 5 years 10 months and is responsible for meeting the District’s obligation under the Individual with Disabilities Education Act (IDEA) Part B (619) to develop a comprehensive child find system to identify and locate all preschool-age children in the District who have a disability. The core aspects of this work include: (1) a public awareness campaign, (2) citywide developmental screening initiatives, (3) a referral and intake system, (4) the special education evaluation/eligibility process, (5) the transition process from Part C Early Intervention and (6) interagency partnerships with government and nonprofit agencies, (7) data management to determine which children have been identified and are receiving services.
- ** Early Childhood Education (ECE)**:works to support the provision of high-quality early education services that prepare children for kindergarten entry and later school success. Approximately 6,000 children ages three to five attend early childhood classrooms in 78 elementary schools across the district, including several schools that offer Head Start programming.

- The Manager, Head Start Instruction & Inclusion will report to the Director, Head Start Quality Assurance.

**Essential Duties and Responsibilities**
- The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties, and/or skills required. Other duties may be assigned._
- Partners with the DCPS Head Start Family Service team, Instructional Team, and school-based staff to ensure all children in the Head Start program receive an ASQ screening within 45 days of program entry and that the results are used to plan developmentally appropriate education services.
- Responsible for ensuring that all children in the Head Start program who screen out-of-range on developmental screening1 are promptly referred, with parental knowledge and consent, for follow-up evaluation by the school-based special education team. Ensure that these children receive an appropriate2 evaluation, with parental consent and knowledge, within IDEA required timelines.
- Responsible for ensuring that children in the Head Start program who have been evaluated and found eligible for Part B services receive an Individualized Education Plan (IEP) meeting with parents/guardians, the child’s Head Start teacher, the child’s Family Service worker, and qualified school-based specialists within IEA required timelines.
- Monitor children with IEPs to ensure services are received and documented. For children in the Head Start program who are evaluated but not found eligible for Part B, work with DCPS Head Start Instructional and Family Service teams to identify supports for the child in the classroom and at home. Coordinate efforts to school-based staff.
- Collaborates with ECED instructional staff, the ECED Inclusion Manager and DCPS Division of Specialized Instruction staff to create and deliver effective professional development to support the design and implementation of learning experiences for DCPS Head Start teachers related to typical and atypical early childhood development; inclusive practices, early learning standards; Head Start Program Performance Standards; classroom environments; the use of CLASS and GOLD and other data; and implementing best practices related to oral language development, concept development and critical thinking, social emotional development, early literacy and math learning, and anti‐bias education, through intentionally-planned joyful and authentic experiences.
- Applies knowledge of DCPS PK curriculum to the development of robust resources for teachers to use with children with disabilities in the Head Start program.
