This position serves as the Policy Analyst for Basic Needs in the National Office of Social Services and Public Policy. The Policy Analyst for Basic Needs serves as a resource to the field and raises awareness related to Basic Needs, this includes but is not limited to serving as an advocate for hunger alleviation, utilities and energy assistance, and basic healthcare.

In addition to engaging with the U.S. Congressional actions, a few of the executive agencies of critical importance for this position, but not limited to, are:

- U.S. Department of Agriculture (USDA): Offices of Rural Utility Services (RUS), Food and Nutrition Services (FNS), and Office of Partnerships and Public Engagement with focus on the Farm Bill.
- U.S. Department of Health and Human Services: Office of Community Services’ Division of Energy Assistance.
- U.S. Department of Health and Human Services and Center for Disease Control and Prevention.

**JOB SUMMARY**:
Monitors and analyzes national trends within the “Basic Needs” portfolio which includes, but are not limited, to hunger alleviation and food insecurity, utility, and energy assistance. Conducts analytical research; represents The Salvation Army at various coalitions, councils and working groups; prepares “briefing reports”; serves as advocate for assigned policy portfolio: monitors and analyzes internal capacity and trends; serves as an informational resource to the field; serves as convener of virtual meetings. Monitors and analyzes national public and private funding opportunities; attends national conferences; conducts and participates in discussions, lectures, seminars, and workshops as requested; serves as departmental liaison to the National Energy and Utility Affordability Coalition (NEUAC); and attends national issue related conferences. Prepares articles for departmental monthly newsletter and weekly Territorial Social Services Director Memorandums.

Responsible for coordinating the public policy advocacy efforts with policymakers and internal stakeholders: setting, tracking, confirming appointments, and ensuring follow-up actions are completed. Coordinates with public policy team members in planning Virtual Territorial Capitol Hill Advocacy Meetings with federal policymakers as assigned; assist in training The Salvation Army across the United States on appropriate advocacy; informs critical legislative, regulatory, funding, or programmatic impact on Salvation Army services, programs, and clients/beneficiaries. Encourages advocacy at the State and Local levels of government.

The Policy Analyst serves as a guest presenter at minimum for the Public Policy Council (PPC) and Social Services Commission (SSC).

Light travel 5% of time.

Monitors and analyzes national trends within the assigned policy and program areas; conducts analytical research; identifies options and recommendsa course of action for consideration based on the outcome of the research.

Represents The Salvation Army as a participant at various coalitions, councils and working groups such as, but not limited to, Coalition on Human Needs, Washington Interfaith Staff Community’s Committee on Domestic Human Needs, and its subcommittee on hunger; Food Research and Action Council; Bread for the World etc.

Prepares “briefing reports” synthesizing the information obtained from research for internal field dissemination.

Serves as an advocate for hunger alleviation and basic necessities; drafts information and prepares collateral materials for distribution to members of Congress and the Administration; arranges and attends “face-to-face” meetings with members of Congress upon National Social Services and Public Policy Secretary’s approval; engages directly with congressional staff; attends Congressional briefings; creates and develops “awareness campaigns” advocacy materials and special events to educate and empower Salvation Army personnel; identifies best practices and relays that information to the field.

Monitors and analyzes internal organizational trends and prepares quarterly reports. Obtains information and data from the field utilizing surveys, focus groups, one-on-one interviews, and site visits; places the material into a state-by-state and/or national framework. Serves as an advocate for hunger alleviation and necessities; drafts information and prepares collateral materials for distribution to members of Congress and the Administration; andidentifies best practices and relays that information to the field.
