**Definition**:
**Definition**: Under general supervision of the Information Technology (IT) Infrastructure Manager, the Public Safety Communications Analyst is responsible for all aspects of the SRPMIC Public Safety voice radio communications systems. This includes maintenance, operations, programming and administration of Land Mobile Radio Communications Networks, Microwave Backhaul Networks and Mobile/Portable Radio Subscriber equipment. Recommends technical and operating decisions plus develops standard operating procedures (SOP) and standards for the Community and Tribal Government communications systems. **This job class is treated as FLSA Exempt.**

- 1. Vendor Management: _Manages vendors, vendor contracts, warranties and follows the SRPMIC vendor management processes.
- 2. Communication Systems Support & Maintenance_: Acts as the SRPMIC primary point of contact for oversight, maintenance and troubleshooting of all Community Public Safety communications equipment.
- Coordinates the maintenance and repair of mobile and portable radio equipment, mobile data devices and fixed site radio equipment such as base stations, repeaters, remote control units, microwave and multiplex equipment, computer control, system control equipment and other RF radiating and wireless system control devices.
- Configures mobile and portable radio subscriber equipment including talk groups, OTAR and OTAP.
- Coordinates the installation, maintenance and upgrades of hardware and software for all voice and data communications systems.
- Inspects two-way radio equipment, communications facilities, radio towers, rooftop antenna installations and/or vehicular installations to ensure compliance with FCC rules, safety procedures and established operating and installation procedures.
- Diagnoses issues, problems and complaints about system operation and recommends changes or other actions to improve radio system or microwave transport network performance.
- Oversees field and special tests to determine efficiency, adequacy and durability of equipment and systems.
- Performs troubleshooting of radio systems and equipment.
- Monitors radio system, network alarms and utilizes knowledge and experience to evaluate alarms and take corrective action.
- Serves as the primary point of contact for other agencies and vendors on the 700 MHz trunked radio system.
- Serves as the primary point of contact for other agencies and vendors on the UHF MotoTRBO radio system.
- 3. Operations & Administration_: Maintains timely and quality documentation and communication with management, administration officials, vendors, contractors, coworkers, other governmental agencies and the Community as necessary.
- Prepares written documents, reports, comments and other correspondence as necessary.
- Replies to federal rulemaking proposals.
- Makes verbal and written presentations on technical, regulatory and organizational matters with clear organization and presentation.
- Serves as the primary point of contact between SRPMIC and Motorola for all activites and issues related to the radio systems.
- Serves as the primary responsible party for ensuring the seven (7) ASTRO P25 radio system site locations, and three (3) MotoTRBO radio system sites are fully operational and well maintained. This includes, but not limited to, physical quality control, battery systems, generators, physical security, microwave systems, and all radio equipment and peripherals.
- Serves as a liaison with the Federal Communications Commission (FCC) and Public Safety user groups concerning radio licensing functions.
- Coordinates and reviews FCC license documents, engineering plans, proposals, bids and specifications.
- Researches and analyzes frequency usage and the Community future communications needs.
- Coordinates frequency use issues and problems with other entities.
- Produces written documents such as memos, status reports and other written correspondence.
- Meets all scheduling requirements and Key Performance Indicators (KPIs).
- Resolves procedural, operational and other technical work related problems.
- Ensures parts and equipment availability.
- Schedules, assigns and prioritizes daily work in accordance with assigned priorities. Reviews work prioritization weekly with supervisor.
- Administers safety practices to maintain a safe workplace environment.
- Manages the communication budget.
- Provides training on Communications equipment and technologies, communication, leadership and other needed training to all SRPMIC staff, customers and vendors.
