**Duties**:

- Serve as program analyst for assigned systems for one or more funding categories.
- Interpret and disseminate necessary information for program elements and requirements.
- Review budgetary regulations, directives, prior activities, and other available guidance to ensure compliance with budget constraints.
- Identify program changes that may impact funding requirements.
- Assist in budget development
- Prepare comprehensive justification for mission programs and budgets.
- Develop methods of formal program authorization of control and distribution.
- Recommend solutions to budget problems to ensure effectiveness of organizational projects.

- **This vacancy is a career ladder position, it may be filled at the GS-12 or GS-13 level. Noncompetitive promotion to the full performance level GS-13 is authorized without further competition when selectee is eligible & recommended by management.**

**To Qualify at the GS-12**:
Specialized Experience: One year of specialized experience which includes 1) Assisting in planning, budgeting, and execution activities of programs in terms of major funding 2) Assisting in developing short and long-range plans covering overall program goals and objectives, AND 3) Recommending solutions to budget problems to ensure the most effective and timely budget and cost control for the project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
- **To Qualify at the GS-13**:
Specialized Experience: One year of specialized experience which includes 1) Managing planning, budgeting, and execution activities of programs in terms of major funding 2) Developing short and long-range plans covering overall program goals and objectives 3) Developing current management information displaying complete costs, schedule and milestones, system progress, and variations from the established plan, AND 4) Preparing detailed and comprehensive justifications for mission programs and budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).You will be evaluated on the basis of your level of competency in the following areas:

- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
