**GENERAL DEFINITION**:
This is law enforcement management work at the supervisory level. A position in this class plans, assigns and reviews the work of a lower-level staff of law, technical and/or clerical positions engaged in either civil or criminal law enforcement work, depending on the area of specialization. Work may include the full performance level of law enforcement duties, but the primary responsibility is the direction of daily operations in the civil or criminal function. A position in this class is differentiated from those in related classes by the incumbent's responsibility for the overall direction and management of a major function within the office. A position in this class reports directly to an elected official.

**In the Civil Specialty**:
Directs and conducts all sales of real estate and personal property to satisfy court orders; serves papers and effects evictions; directs and supervises accomplishment of processing public notice and administrative arrangements for auctions; acts a auctioneer at sale; assigns all civil papers to lower-level law-enforcement positions for service; reviews circumstances of such service, advising of techniques or approaches to take in locating individuals or performing other functions.

**In the Criminal Specialty**:
Plans, assigns and reviews the work of lower-level, law-enforcement supervisors; reviews their activities, advising them of administrative and personnel requirements and considerations; assists lower
- level personnel in techniques or approaches to take in transporting prisoners, providing court security or performing other functions; works with representatives of judicial, other law enforcement and related agencies on requirements and needs for specific cases as well as general procedural matters.

**In Both Specialties**:
Develops budget information for assigned function; drafts budget requirements, including personnel, equipment, supply and other needs; compiles and reports statistics on work performed and results obtained; works with personnel, budget, procurement and other staff of County administrative support offices; reviews technical operations for overall effectiveness; develops and recommends improvements to such operations, procedures and systems; coordinates activities involving other local or State government agencies.

Develops overall scheduling needs and goals for courtroom security, prisoner transport, service of legal papers and/or real estate property sales; discusses such goals and needs with other supervisory personnel; maintains liaison with and coordinates the receipt and provision of information, assistance, requirements and similar issues with judicial, law enforcement and other County offices; determines general training needs for new employees or in response to changes in procedures, case law or other factors; works with other supervisors to develop approaches for treating controversial cases, implementing new rules and/or managing internal administrative issues; keeps records and submits reports of such activities.

Performs related work as required.

**REQUIRED KNOWLEDGE, SKILLS AND ABILITIES**:
Comprehensive knowledge of the goals, objectives, principles and practices of law-enforcement work at the County level.

Comprehensive knowledge of the methods, techniques and equipment commonly employed in civil and criminal law-enforcement work, including the administration of property sales, if required by work assignment.

Thorough knowledge of the respective functions, authority and jurisdiction of Federal, State and local government and judicial and law-enforcement agencies.

Knowledge of supervisory principles and practices commonly employed in directing and reviewing the work of technical and clerical personnel.

Skill in the use and maintenance of handguns.

Ability to determine training needs and develop means to meet them.

Ability to establish and maintain effective working relationships with associates, judicial, law enforcement, other County officials, representatives of other government agencies and the general public.

Ability to keep records and prepare reports from them.

**ACCEPTABLE TRAINING AND EXPERIENCE**:
Education equivalent to completion of the twelfth school grade, supplemented by completion of specialized training comparable to the 160-hour course given by the Deputy Sheriffs' Training Academy.

Five to six years' experience in law-enforcement work, two years which shall have been in the civil or criminal field, depending on area of specialization, at the supervisory level.

Or any equivalent combination of acceptable training and experience which has provided the knowledge, skills and abilities cited above.
